As the Principal Human Resource Officer, you will: • Provide expert, business focused human resource management (HR) advice and project support on a wide range of complex HR issues; • Participate in the case management and investigation of grievances, industrial matters and disputes and performance issues; and • Contribute to the development, monitoring and review of corporate policies, standards and systems. The Principal HR Officer reports to the HR Manager, Human Resources Division. This Division includes payroll, HR, industrial/employee relations, learning & development and work health and safety.

Key outcomes/Accountabilities:

You will have responsibility for leading the following activities and undertaking the following key tasks:

  • Provide high level advice and support to managers, staff and unions to support the effective and consistent delivery of case management services.
  • Undertake case management activities, including preliminary inquiries, investigations, the engagement of, and consultation with, external investigators and the preparation of correspondence in relation to cases.
  • Investigate staff conduct and performance matters, report and recommend accordingly.
  • Prepare high quality, well-reasoned reports, submissions and advice, both written and verbal, to case managers and to senior management on substantial, complex and sensitive case management cases.
  • Represent QBCC in, for example, industrial negotiations, forums and committees; or as an advocate in various commission and tribunal hearings as required.
  • Participate in the management of a range of allocated workplace relations matters, initiatives and projects that may include management of enterprise bargaining negotiations and outcomes, dispute resolution and emergent issues.
  • Benchmark and monitor performance service delivery standards within HR and across QBCC reporting on findings.
  • Undertake Organisational Development activities including job design, evaluation and role description preparation and establishment variations.
  • Coordinate workforce management reporting to meet monthly and annual reporting requirements.

Candidate attributes:

Within the context of the role described above, the ideal applicant will be someone who has the following key capabilities:

  1. Demonstrated record of achievement in providing high level advisory and support services to senior stakeholders on a range of HR, workforce relations and case management matters.
  2. High-level communication, interpersonal and negotiation skills to communicate effectively with a broad range of staff and stakeholders within a complex organisation as well as a capacity to build credibility with executive and senior managers.
  3. Excellent written skills and communication skills specifically related to report writing and drafting of correspondence relation to complex case management.
  4. Demonstrated abilities in applying high-level innovation and analytical problem solving and solution/options generation skills, with a flexible and agile approach in a complex, rapidly changing, and sensitive environment.
