The purpose of this position is to manage the delivery of key governance components relating to non-conforming building products. Manage the resources to ensure the program of proactive and reactive audits and inspections on buildings, designs, manufacturers, importers, and suppliers of building products is achieved.

Key outcomes/Accountabilities 

The aim of this role is to: 

  • Provide authoritative, strategic and operational program management advice to the Director and Assistant Commissioner on program delivery issues, as well as providing leadership to Auditors across the portfolio during the implementation phase. Manage and report on the performance of compliance audits;
  • Develop and maintain ongoing constructive relationships with other government agencies and jurisdictions, industry, stakeholders, community and internal and external networks and lead the activities associated with the non-conforming building products program to ensure its effectiveness;
  • Ensure appropriate technical governance frameworks are maintained and adhered to in order to monitor compliance with policy, legislation, regulations, standards and procedures for non-conforming products;
  • Critically evaluate scientific and other evidence and prepare authoritative expert advice regarding non-conforming building products and analytical findings, provide expert witness advice in industry settings;
  • Lead and manage the Non-conforming Building Products Unit and provide effective workforce planning, performance management and staff development frameworks;
  • Oversee financial, resource and risk management; including payroll and establishment reports, end of month financial reporting, cost-centre for the Unit and budget preparation;
  • Direction, planning and resources for development of new/detection methods to respond to existing and new non-conforming building products;
  • Ensure all aspects are identified and addressed to maintain effective operation and program delivery;
  • Foster a culture and philosophy of frontline service delivery, cooperation, team work, commitment to excellence and a professional ethic which ensures the team continues to meet the Commissions vision, values and priorities;
  • Provide authoritative and specialist advice and decisions on complex casework matters, non-conforming building products policy, legislation and practice to relevant to assist in the coordination of quality and appropriate services.

Candidate Attributes

  1. Mandatory; Minimum Qualifications A degree in Law, Building Surveying or Engineering and professional body registration. Highly desirable eligibility to be licensed by the Queensland Building and Construction Commission.
  2. Communicates clearly - con dently presents messages in a clear, concise and articulate manner. Focuses on key points and uses appropriate, unambiguous language. Selects the most appropriate medium for conveying information and structures written and oral communication to ensure clarity.

  5. Shapes strategic thinking - Provides direction to others regarding the purpose and importance of their work. Illustrates the relationship between operational tasks and organisational goals. Sets work tasks that align with the strategic objectives and communicates expected outcomes.
