OnTalent is proud to partner with QCS to identify a dynamic and experienced leader to take on the critical role of Deputy Commissioner, Custodial Operations. This is an opportunity to drive strategic reform and innovation in Queensland's correctional system, leading a division that oversees the operational management of public correctional facilities and plays a key role in achieving the agency's public safety and rehabilitation objectives.

About the Role:

Reporting directly to the Commissioner, the Deputy Commissioner, Custodial Operations provides high-level leadership and strategic direction for custodial services, ensuring they are delivered with efficiency, accountability, and an unwavering commitment to public safety. This role is responsible for overseeing the operational management of Queensland's correctional centres, shaping policy, driving cultural and operational transformation, and ensuring compliance with governance and ethical standards.

Key responsibilities include:

  • Provisional of superior leadership to custodial operations, ensuring senior management and frontline staff are equipped to deliver best-practice correctional services.
  • Drive the development and implementation of policies, strategies, and operational plans that align with government priorities and enhance correctional outcomes.
  • Ensure adherence to legislative and ethical standards, strengthening risk management and operational accountability.
  • Develop and implement strategies to enhance service delivery, operational performance, and cultural change.
  • Foster strong relationships with key stakeholders, including government agencies, unions, and community organisations, to drive system-wide reform and collaboration.
  • Lead responses to critical operational challenges, identifying risks and delivering solutions that uphold public safety and service integrity.
  • Oversee financial and resource allocation to support efficient and sustainable correctional services.

This role demands an exceptional leader with a proven track record of strategic oversight, operational leadership, and organisational transformation in a complex, high-risk environment. The ideal candidate will have extensive leadership experience in custodial operations, corrections, or a comparable large-scale operational environment. It is essential to have a strategic mindset, capable of shaping long-term plans while managing immediate challenges with agility and resilience.

Importantly you will have a proven ability to drive cultural and organisational change, ensuring a high-performing and professional custodial workforce. Strong negotiation and relationship management skills, with the ability to engage effectively with government agencies, unions, and community partners will ensure collaborative and productive engagement. Our ideal candidate will demonstrate superior analytical and decision-making skills, particularly in managing risk, crisis situations, and operational complexities and be committed to ethical leadership, human rights principles, and modern correctional practices.

While formal qualifications in public administration, corrections, or a related field are not mandatory, they would be highly regarded.
