In this role you will:
* Provide strategic leadership and oversight to the Operational Policy and Development Group to ensure the effective development, updating, and dissemination of all operational policies and practice guidelines across QCS.
* Lead and embed cultural change to transform and centralise QCS's approach to the development of operational policies and practices, in line with the strategic reform agenda of the agency to become a top tier public safety agency.
* Establish a robust and systematic process to ensure QCS has up to date, accurate, and fit for purpose operational policies and practice guidelines across the organisation including a change management approach to ensure the timely implementation of any policy changes.
* Keep abreast of changes to legislation, regulations and standards; and current and emerging trends and issues that are likely to impact on QCS operations, to inform policy revisions and updates.
* Ensure that all QCS operational policies and practice guidelines are continuously reviewed, updated, and improved to reflect changes to relevant legislation, regulations, government policies and standards; current and emerging trends and best practice; and address the current and future requirements and demands for an effective correctional service.
* Oversee the coordination and integration of correction centre specific operational policies and practices with broader operational frameworks and policies to facilitate a centralised approach to policy development.
* Establish appropriate monitoring and reporting mechanisms to identify key issues and risks in the application of current operational policies and develop appropriate responses to address/manage the policy issues/risks.
* Lead a proactive approach to keep abreast of and build a strong understanding of current operational practices and challenges to ensure that policies and associated guidelines are appropriate and can be practically implemented.
* Provide expert, evidence/ insights-based and trusted advice to the Assistant Commissioner Ministerial, Policy and Legal, Deputy Commissioner Organisational Capability, and other Executives on significant, complex and/or high risk operational policy matters.
* Develop strategic relationships and engage with key stakeholders internally and externally regarding the design and updating of QCS operational policies, including representing QCS in a range of forums/committees to advance the interests of QCS.
* Foster a workplace environment that values performance, continuous improvement and innovation in the delivery of high quality services.
* Lead and direct the effective use and management of the Group's human and financial resources to deliver services in an efficient and commercially sustainable manner.
* Represent QCS as an expert advisor in all aspects of QCS operational policies and practices, in a range of internal and external forums, to advance the interests of QCS whilst proactively protecting the reputation of the organisation.
