The Manager, Transition to success (T2S), is responsible for leading the statewide T2S program and supporting Regional Directors and Youth Justice Service Centres in the provision of best practice youth justice service delivery across regions. The position is responsible for ensuring the development and further enhancement of T2S across the full continuum of Youth Justice service settings, with the aim of supporting young people to transition away from formal justice intervention and to reduce their reoffending.

Transition to Success (T2S) is an evidence-based program that is effective in reducing youth offending. Developed in Queensland, T2S is a vocational training and therapeutic service that provides at-risk young people aged 15-17 with the opportunity to re-engage with education and training and equips them with the skills to access and maintain employment.

As Manager, you will specifically:

• Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
• Coordinate and manage T2S and other core programs statewide, ensuring support to Youth Justice Service Centres (YJSCs) to effectively deliver responses and developing systems and resources to ensure high quality program delivery.
• Work closely with Regional Directors and YJSC Managers to provide high level leadership, practice advice and management pertaining to T2S and other core programs, ensuring effective and high quality, innovative and practical responses to strategic priorities identified.
• In limited circumstances, support YJSCs in recruitment, selection and professional development of T2S teams.
• Oversee, coordinate and manage staff, resources, and oversee project work, including various connecting projects, and ensure that the intended outcomes are achieved.
• Manage human, financial and physical resources, in accordance with relevant legislative provisions, strategic priorities, statutory delegations, departmental policies, procedures and contemporary best practice as applied to T2S and youth justice service delivery, ensuring effective governance, a culture of client services, and the achievement of required outputs.
• Lead effective stakeholder engagement on behalf of the Director with a wide range of organisations, agencies and offices. Represent Youth Justice and manage liaison and negotiation with other State Government departments and the non-government sector, to ensure coordinated strategies and policies, promoting a positive and accountable public image, and the development of productive cross-sectorial partnerships to support service delivery outcomes.
• Coordinate performance reporting, submissions, executive correspondence and advice regarding matters pertaining to T2S and youth justice service delivery.
• Participate as a member of the Youth Justice Regional Operations management team and contribute to strategic and operational planning, reviews and key decision-making.
• Coordinate the provision of authoritative, professional and timely advice to the Director and key stakeholders on issues pertaining to T2S and youth justice service delivery across the department and various client groups, including community organisations and individuals.
• Manage projects of a complex, sensitive and contentious nature as assigned by the Director, including new T2S and youth justice service delivery related service centre/detention centre initiatives and partnerships.
• Coordinate and/or conduct research into youth justice service centre and youth detention centre matters as they relate to T2S and youth justice service delivery with young people at risk of reoffending within the community, affecting the policy and operations of the department, including the analysis of findings and the recommendations of appropriate courses of action.
