The Ombudsman and the Inspector of Detention Services is an officer of the Parliament, appointed to provide independent oversight of public administration and detention services in Queensland.

Under the Ombudsman Act 2001 and the Inspector of Detention Services Act 2022, the same person is appointed to hold both offices concurrently.

The role promotes fairness, accountability, and transparency in government administration and detention services, while safeguarding the rights, safety, and wellbeing of detainees. The Ombudsman investigates administrative actions, reviews agency practices, and provides recommendations to improve public administration. The Inspector inspects detention facilities, monitors services such as health care and education, and reports to the Legislative Assembly on matters affecting detainees and detention operations. The Ombudsman and Inspector operates independently, acting on their own initiative, in response to complaints or referrals, or at ministerial request, and performs any other functions conferred under legislation.

Formal qualifications are not mandatory however tertiary and/or legal qualifications relevant to the functions of the Ombudsman and Inspector of Detention Services are highly desirable.

In addition, the ideal candidate will possess:

• an ability to set and achieve organisational goals through strategic leadership, planning and management of financial resources;
• extensive knowledge and expertise in public administration practices, issues and developments, administrative review, problem solving or related disciplines at a senior level;
• a strong sense of ethics with qualities of independence, fairness and integrity, good judgment and highly developed decision-making skills;
• highly developed interpersonal skills with the ability to negotiate and communicate at all levels of government, the public, community organisations and other key stakeholders;
• high calibre conceptual, analytical and problem-solving ability with highly developed decision-making skills; and
• an ability to manage a diverse work force in accordance with contemporary human resource management and to promote among staff a culture of fair and ethical decision-making
