The QGIF 3-Year Data and Technology Roadmap (Roadmap) is a rolling multi-year program to modernise QGIF's insurance operations, strengthen data and analytics capability, optimise claims management processes and enable productivity tools. The Roadmap is intended to reduce manual effort, improve data-driven decisionmaking and strengthen risk management information for QGIF, Treasury, agencies and Queenslanders.
As the Principal Change Analyst, you will lead the people side of change across multiple roadmap initiatives, ensuring stakeholders are informed, prepared and supported through transition. You will work across QGIF's business and technology environment, partnering with program and project teams, product owners, business representatives, technical specialists, training and business improvement teams, and external partners. For some initiatives, change activities will also extend to external stakeholders, including client agencies and users impacted by roadmap changes.
You will lead change impact analysis, stakeholder engagement, communications, readiness planning, transition support, adoption measurement and feedback activities across the roadmap lifecycle. This role exercises independent judgement to identify readiness risks, tailor engagement approaches, coordinate adoption support and provide evidence-based advice that supports successful implementation and sustainable business outcomes.
In this role, you will:
• Lead change management activities across QGIF 3 Year Data and Technology Roadmap initiatives, including change planning, impact assessments, stakeholder engagement and adoption support.
• Assess impacts on people, processes, systems and ways of working, identifying readiness gaps, risks and mitigation strategies.
• Develop and deliver communication, engagement and readiness materials for internal and external stakeholders.
• Lead business readiness, transition and post-implementation support activities.
• Build trusted relationships with business units, project teams, technical specialists, client agencies and external partners.
• Manage change-related risks, issues, dependencies and adoption feedback.
• Drive continuous improvement and benefits realisation activities that support sustainable organisational change.
What experience you will bring:
• Demonstrated experience in organisational change management, digital transformation or project delivery, preferably within complex program or technology environments.
• Strong ability to assess change impacts, identify readiness risks, develop mitigation strategies and align change activities with project delivery milestones.
• Excellent written and verbal communication skills, including the ability to prepare clear change, communication and executive materials for diverse audiences.
• Strong stakeholder engagement and influencing skills, with the ability to build trust, manage resistance and support adoption across business and technical teams.
• High-level knowledge of organisational change management methods, public sector governance, business process change, adoption measurement, benefits realisation, release support and transition into business-as-usual.
There are no mandatory qualifications needed for this role, however, certification in a recognised change management methodology, such as Prosci, is highly regarded.
