The Staff Officer to the Assistant Commissioner, Specialist Operations plays a significant role within the division by providing operational assurance and high-level advice on matters relating to each business unit. In addition, the Staff Officer will draw upon an extensive knowledge of the Specialist Operations command and its role not only within QCS but also the broader criminal justice system to analyse, problem solve and report on matters of strategic risk.

The primary accountabilities of the Staff Officer include:

• Maintain extensive knowledge of high-level information on operational issues across QCS, particularly within Specialist Operations
• Build and maintain effective stakeholder networks and lines of communication with key personnel for the provision of information and advice to the Assistant Commissioner
• Develop and maintain key data sources and registers to enable provision of high-level and immediate responses on the status of departmental commitments and initiatives
• Use departmental information systems and processes to ensure deadlines are clearly identified and met
• Work closely with support services to analyse incoming and outgoing correspondence in order to brief the relevant Senior Executives on the content and of any strategic risks of note
• Work closely with other internal and external stakeholders such as business units across Specialist Operations, the People Capability Command, and the Professional Standards and Governance Command for the provision of effective corporate support to business units
• Maintain knowledge of legislation, policies and procedures and contemporary management practices relevant to Specialist Operations
• Undertake projects and strategic initiatives at the direction of the Assistant Commissioner, Specialist Operations
• Draft comprehensive responses to incoming correspondence on behalf of the Assistant Commissioner, Specialist Operations, as well as all-staff broadcasts as required
• Draft briefing notes on behalf of the Assistant Commissioner, Specialist Operations as required
• During the annual process for Budget Estimates preparations, participate in strategic planning activities with other executive support personnel including the Principal Advisor, Estimates, the Senior Departmental Liaison Officer and other Staff Officers At the direction of the Assistant Commissioner, Specialist Operations undertake other duties as required to ensure the effective operation of the Office of the Assistant Commissioner, Specialist and/or other business units
• Contribute to the reduction of risk through active participation in business continuity planning, risk registers, and business plans for Specialist Operations.

The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities. This role is a Team leader under the Leadership Competencies for Queensland framework.

The most suitable applicant will demonstrate their applied knowledge, skills and experiences against these essential role requirements of the Team leader leadership stream:

• Extensive knowledge or the ability to acquire knowledge of high-level information on issues across QCS, particularly relating to Specialist Operations
• The ability to effectively assess and propose resolutions for complex matters which may arise
• Ability to review a high volume of sensitive and complex correspondence and information and provide comprehensive analysis to inform decision making
• Ability to build and manage working relationships with a range of stakeholders
• An understanding of the structure and objectives of QCS and its relationships with other organisations and agencies
• Interpersonal skills for negotiating with internal and external stakeholders who often have competing interests, on sensitive and complex issues
• Skills and experience in the preparation of reports and executive documentation within a government framework, with demonstrated professional writing abilities
