QBuild is a commercialised business unit of the Queensland Government. It has been Queensland Government's builder for over 160 years, playing an important role in communities across the state by building and maintaining government-owned assets such as schools, social housing, police stations and correctional and health facilities.
About the role
This is a temporary position within QBuild's Build to Enable (B2E) Program, established to deliver a modern eco-system of business solutions. As the Product Owner for Project Portfolio Management (PPM), you will provide business leadership across QBuild's Plan and Build services - spanning capital project planning and delivery, construction, upgrades and improvements, and defect management - owning the product backlog, determining solution acceptability on behalf of the business and leading the Subject Matter Experts and Business Analysts who shape the Program's PPM solution.
Duties and skills involve:
- Providing the business vision and direction for the relevant QBuild business domain within the Program, defining and prioritising its work from a business perspective, including ownership of the product backlog for the delivery team.
- Determining the acceptability of solutions on behalf of the business, confirming outcomes through stakeholders and governance processes as required.
- Leading the development and maintenance of positive and constructive stakeholder relationships to negotiate timeframes, manage expectations, drive Program engagement and resolve issues in a timely manner.
- Collaborating with other Product Owners to align requirements, manage dependencies and ensure effective integration, and working with Iteration Managers and delivery teams to resolve or escalate domain-related risks and issues.
- Ensuring QBuild's products, services and business processes are accurately reflected in solution design, taking opportunities to enhance and simplify processes.
- Reviewing and endorsing Program artefacts - requirements, solution designs, implementation and benefits documentation - in line with governance practices, and providing regular status, risk and issue reporting to the relevant Project Board.
- Supporting the relevant Senior User by providing timely advice, analysis and information to enable them to effectively fulfil their role.
- Including capability uplift requirements in the product backlog for inclusion in the change management strategy.
- Providing day-to-day business leadership across the relevant B2E project, including strategically leading a high-performing, collaborative team of subject matter experts and business analysts, and fostering a work environment that champions equity, diversity, respect and inclusion.
Additional requirements (mandatory/desirable):
- Strong verbal and written communication skills.
- Demonstrated knowledge of construction or manufacturing of new capital assets or upgrading and improving existing capital assets.
