Queensland Corrective Services is seeking an experienced and influential senior leader for the role of Chief Superintendent, General Manager at Townsville Correctional Complex. This executive position holds complex-wide responsibility for the strategic leadership, security, operational performance and cultural direction of a major correctional complex comprising of Townsville Men’s Correctional Cente, Townsville Men’s Low Custody, Townsville Women’s Correctional Centre and Townsville Women’s Low Custody.
The role ensures safe, secure and humane management of prisoners, drives rehabilitation outcomes, leads multidisciplinary teams, and strengthens partnerships with community and government agencies to enhance public safety and support successful reintegration.

Queensland Corrective Services (QCS) is offering an exceptional opportunity for a highly capable and experienced senior executive to lead Townsville Correctional Complex as Chief Superintendent, General Manager, within the Custodial Operations Division. This pivotal leadership role is responsible for the overall strategic, operational, security and cultural direction of a major correctional complex comprising of Townsville Men's Correctional Cente, Townsville Men's Low Custody, Townsville Women's Correctional Centre and Townsville Women's Low Custody.
The General Manager exercises complex-wide accountability for the safe, secure and humane management of prisoners across distinct operational environments, while upholding legislative and policy requirements and driving high-quality service delivery across all aspects of custodial operations.
The role leads security, intelligence, emergency management, workforce planning, offender management, rehabilitation, centre services and stakeholder engagement functions across the complex, ensuring consistent standards, strong governance and compliance with the Corrective Services Act 2006 and broader public sector obligations.
The successful candidate will be an accomplished senior leader with demonstrated capability in managing complex, high-risk operational environments, preferably within corrections, justice, or similar human services settings. They will bring strong strategic insight, contemporary leadership capability, and a proven ability to lead multidisciplinary teams across a dynamic 24/7 complex environment. A deep understanding of offender management, security governance, risk management, operational assurance and human resource management is essential.
The role requires exceptional communication, negotiation, and stakeholder engagement skills, with the ability to build constructive relationships with internal and external partners, including Queensland Police Service, community organisations, and government agencies. The General Manager will champion continuous improvement, foster a positive workplace culture, and ensure the delivery of programs and services that support rehabilitation and community safety.
