The Officer in Charge (OIC) is a key operational role within the QAS, reporting directly to the District Director. The role is responsible for managing and supervising the staff and resources of a small to medium-size ambulance service within the station's operational location, and for ensuring that the service meets QAS standards and key performance indicators. The OIC plays a pivotal role in the establishment and maintenance of effective relationships within the QAS, Queensland Health, the local community and other relevant stakeholders.
- Supervise and manage all aspects of operations and performance within the allocated QAS station in line with the relevant operational plan and in accordance with legislative requirements, directives and QAS policies and procedures.
- Provide clinical and operational leadership and professional guidance to the district workforce including monitoring and reporting on standards and performance.
- Manage and coordinate occupational health and safety requirements including actions to optimise the awareness, preparedness, safety, protection, health management and injury prevention for QAS staff.
- Build and maintain productive relationships with partners and key stakeholders, particularly Queensland Health Hospital and Health Services throughout the district.
- Liaise with QAS officers, Queensland Health, special interest groups and other key stakeholders regarding district operations at the station level.
- Work collaboratively with the broader district/regional network and contribute to district performance targets and service delivery standards.
- Ensure that paramedic education and training is provided to and undertaken by the relevant staff.
- Demonstrate a commitment to ongoing patient safety and improved clinical care by continuing professional development and maintaining clinical knowledge and practices, including any mandatory requirements specific to the OIC role.
- Monitor, document and report on station and individual officer performance and take appropriate action on any identified issues and risks, as they relate to station and district operations.
- Actively contribute to planning and the provision of policy advice, particularly the development, implementation and review of operational policies, procedures, strategies, projects and service improvement initiatives at the district level.
- Actively encourage the engagement of Local Ambulance Committees (LACs) within the district to maintain positive community relationships, networks and contribution to QAS operations.
- Lead and manage staff in emergency management capability for disasters, major incidents and mass crowd gatherings, in close consultation with the Director Operations - Emergency Management, State Headquarters.
- Maintain credentialed scope of clinical practice as approved by the Medical Director and/or Commissioner, QAS.
- As a leader, actively demonstrate and promote the QAS's approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms. Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support.
- Uphold the QAS's Cultural Safety Policy Statement and commitment to health equity for Aboriginal and Torres Strait Islander peoples, including prioritising safe, effective and quality healthcare that is free from racism and discrimination.
- Fulfil the responsibilities of this role in accordance with Queensland Public Sector and QAS values.
