Manager - Financial Strategy

Arts Queensland are looking to backfill our Manager (Financial Strategy) role for a period of 4 months (commencement as soon as possible). We're looking for a qualified accountant who has a strong background in performing a range of high level financial activities in a complex environment involving assessment of financial performance on a range of business operations, managing relationships with a diverse range of internal and internal stakeholders, in addition to leading a team of financial professionals to achieve organisational goals. Key responsibilities -

• Establish annual budgets and forward estimates for Arts Queensland in line with Government fiscal policies and practices. Oversee internal / external budget and cashflow development, working in consultation with management. Manage the whole of Government Tridata system budgets, adjustments and reports for Arts Queensland.

• Manage the financial data contribution to the annual Government budget papers preparation, including the coordination and review of the Arts Statutory Bodies financial data submissions and the Arts Queensland financial content to all budget papers, as well as acting as financial liaison with the Department.

• Provide financial input to Corporate Reporting processes including the annual Service Delivery Statements and Estimates processes for Arts Queensland, to the Department.

• Co-ordinate Arts Queensland's response to external and internal audits, building relationships and proactive strategies to use audit processes to facilitate business improvement. Prepare audit work papers, position papers and manage the preparation of Arts Queensland's financial statements, including the provision of data to the Department for consolidation purposes.

• Lead the finance team in the preparation of regular and ad hoc reports and analysis of financial performance relating to Arts Queensland for senior management, the Department and whole of Government. This includes writing and editing budget bids, application of financial legislation, monthly reporting and analysis, quarterly and end of year consolidations, appropriation control and analysis.

• Supervise budgeting, cash flowing and reporting of capital works and facilities management operations. Manage non-current asset accounting, policies and procedures for Arts Queensland, including specialist accounting advice, identifying improvements and managing revaluation processes.

• Provide strategic financial advice related to arts and cultural organisations, including the financial analysis of organisational performance, financial stability and funding requirements.

• Analyse, verify and report on Arts Portfolio Statutory Bodies and Arts Companies financial reporting including tabling of financial statements and annual reports, analysis of Board report financial content to senior management as Board observers and other written briefings and strategic analysis as required. 

• Provide support and financial advice to Arts Statutory Bodies and Arts Companies, including advice on government financial policies and procedures, securing of project funding and co-ordinating Cabinet reporting as required.

• Provide strategic financial advice to Arts Queensland and other stakeholders as required, to achieve organisational objectives and identify areas of business improvement.
