The Chief Finance Officer is responsible for:

  • Undertaking the responsibilities prescribed under section 77 of the Financial Accountability Act 2009.
  • Providing high-level support and advice to the Executive Director, Strategy and Corporate Services and other key management personnel as required.
  • Providing independent reviews, forecasts and analysis of financial performance, and providing advice and recommendations to senior management and functional area managers on the full range of business services provided by the Finance and Administration Section.
  • Managing year-end financial processes, including the preparation of the CCC’s Service Delivery Statement, Estimate Committee Briefings and general purpose financial statements.
  • Lead and influence the development of the annual budget in consultation with senior management and providing ongoing financial management reports both internally and externally.
  • Certify the Commission’s annual general purpose financial statements.
  • Managing the CCC’s procurement processes, fleet and assets management, facilities management and central switchboard operations.
  • Planning and coordinating the CCC’s accommodation requirements, including fit-outs and the management of major building projects.
  • Developing and controlling financial and administration policies and procedures which facilitate effective strategic financial and administrative decision making within the CCC.
  • Ensuring all financial management and procurement arrangements are handled in accordance with accounting standards and the requirements of the Financial Accountability Act 2009 and the Financial and Performance Management Standard 2009.
  • Reporting to the Executive Leadership Team and other committees as required on financial related matters and liaising with the Queensland Audit Office and internal audit.
  • Liaising directly with senior management to ensure that financial resources are appropriately managed.
  • Supervising, appraising and monitoring the performance of staff and providing leadership, direction and development where necessary to ensure that operational effectiveness is maintained in accordance with the service level agreement, business operational plan, contemporary management principles and government and legislative requirements.
  • Monitoring changes and emerging trends in financial management, procurement activities, policies and processes, facilities management and fleet and asset management with the Queensland Public Sector.
  • Represent the Executive Director, Strategy and Corporate Services where required in a range of forums, meetings, committees and working groups and in negotiations with stakeholders and suppliers.

 Qualifications/ Professional Registrations/ Other Requirements:

  • Certified copies of all qualifications must be produced at time of interview
  • Possession of tertiary qualifications in the field of Accounting is a requirement.
  • Professional membership of a recognized accounting body such as CPA Australia or CA Australia and New Zealand (with CPA or CA status).
  • Possession of QGCPO Procurement certification (or be nearing completion), or the readiness to undertake the certification would be highly desirable.
