Primary purpose of the position 

The purpose of this position is to undertake complex financial audits of licenced QBCC companies, and Represent QBCC in any jurisdiction proceedings.  This position will build on the existing processes to complete audits, and find key indicators/triggers to conduct proactive audits.  This person will provide expert advice on any financial matters to internal and external stakeholders, and represent QBCC in this capacity.

 

Key outcomes/Accountabilities 

The aim of this role is to:

  • Undertake financial investigations and analysis using accounting principles and tools to extract data, prepare reports; prepare reconstructions and flow charts of financial transactions.
  • Provide advice and investigation support to stakeholder teams on financial aspects of commercial transactions, the flow of funds, and methodologies used to reconstruct information.
  • Participating in the investigation and litigation processes including preparing and reviewing witness statements and affidavits, providing evidence in court and managing evidence data.
  • Contribute to the preparation of briefs of evidence, and
  • Analysing financial information to identify data trends or anomalies.
  • Undertaking additional responsibilities or tasks as required
  • Provide advice and assess licence applications involving complex or high risk financial affairs to determine if the applicant meets the requirements in the Minimum Financial Requirement Policy (MFR)
  • Provide forensic accounting advice to the MFR committee on financial viability of licensees with complex or high risk financial affairs.
  • Provide training to accountants who provide professional assistance to clients contractors as to their compliance with MRF requirements
  • Provide expert advice on proposed and potential reform to the MFR Policy.

Candidate Attributes 

Mandatory Qualification:

  • Tertiary      qualifications in Accounting, Finance or commerce
  • CPA/CA qualifications.
  1. Experience      as a forensic accountant or financial analyst working with financial      accounting information retrieval and analysis practices and procedures,      gained in an accounting firm, a forensic accounting firm or government      agency.
  2. Experience      undertaking investigations in accordance with the Accounting Professional      and Ethical Standards Board Ltd professional standard APES215 Forensic      Accounting Services
  3. Knowledge      of investigative and litigation methods and the Australian Court system
  4. Stakeholder      management experience and utilising networks, and high level written and      verbal communication skills including the ability to communicate      accounting concepts to a diverse audience.
