The purpose of the position is to lead the human resource and learning and development functions at the QBCC to ensure they are contemporary and support the needs of the business. The position will be responsible for leading change, driving organisational capability and supporting organisational performance.

Key outcomes/Accountabilities 

The aim of this role is to:

  • Lead the human resource and learning and development units to deliver contemporary and consistent people management at the QBCC.
  • Provide authoritative and expert advice to the organisation and senior leaders on a broad range of complex HR matters such as conduct and performance, industrial relations, health, safety & well-being, induction and training, reward and recognition, organisational change, policies and procedures.
  • Lead, develop, implement and monitor the HR Division business plan and strategies to ensure high performance, achievement of goals and measurement of outcomes;  
  • Support the team to develop proper processes and deliver contemporary services based on data and to drive high performance and change at the QBCC;
  • Foster a positive culture within the team, actively managing team members to continually develop, engage, and commit to action including through modelling expected behaviours; holding staff to account and understanding the conditions of employment.
  • Design and implement policies, strategies and practices that build the QBCC's capability to deliver business outcomes as well as meet industrial and legislative obligations.
  • Provide strategic leadership of human resource projects and initiatives to support the organisation's priorities;
  • Undertake, where required, research and analysis to develop advice, policy and strategic documents relating to complex employment matters and report to the Board, Commissioner or Chief Human Resource Officer.

Candidate attributes 

  1. Demonstrate HR Generalist breadth of knowledge with specialist expertise in employee relations including enterprise bargaining, and/or Human resource or Learning and development capability, particularly within a government environment.
  2. Demonstrated ability to engage, influence and contribute to organisational strategy and translate such strategy into operational deliverables.
  3. Previous success in building service capability and responsiveness, steer and implement change and drive delivery of human resource services through continuous improvement, innovation, building capability, effective planning and resource management.
  4. Highly developed understanding of current HRM practices and knowledge of state employment legislation and industrial landscape in order to minimise risk.
