Operational Integration Manager

This position will lead the development, maintenance and update of the Project’s operational requirements. The Operational Integration Manager will be responsible for the Operational Integration of the Project into the broader rail network including ensuring the operational requirements are incorporated into the design and delivery of the Cross River Rail project. This work will interface with the system engineering disciplines to ensure these operational outcomes are reflected in Project’s requirement-documentation and ultimately the accepted designs for the Project. The position reports to the Customer and Operational Integration (COI) Lead and will work closely with the CRR engineering team and key stakeholders including Queensland Rail and the Department of Transport and Main Roads to ensure customer, operational and delivery outcomes are met.

Key Responsibilities: 

  • Lead the Rail Infrastructure & Operational Integration team to:
    • Ensure the operational concepts for the Project remain aligned to the CRR Business Case and are reflected in key stakeholder requirements
    •  Maintain these stakeholder requirements in accepted System Engineering documents including the CRR Concept of Operation
    •  Ensure alignment between the stakeholder requirements (captured in key contractual documents including the Project Scope and Technical Requirements [PSTR]) and the System Requirement Specification (SRS)
    •  Lead reviews of deign documents for compliance with the operational requirements of the project
    • Manage consultant SMEs to deliver on the work-unit's accountabilities
    • Develop operational responses, plans and strategies that guide the opening of CRR for network operations in a way that manages and mitigates risks
    • Develop maintenance concepts for CRR relating to state-returned assets to support Queensland Rail's development of detailed maintenance plans
    • Actively participate and represent the Project's interests in facilitated workshop and meetings with the Project's contracting parties
  • Provide an effective conduit for internal project interfaces relating to operations, including: rollingstock; signal design; program delivery and land use (precinct) outcomes.
  • Coordinate and lead working groups and governance committees to ensure the successful alignment of service planning and operational readiness.
  • Prepare reports, submissions and correspondence on requirements planning and specification that captures key stakeholder needs and requirements for the Project.
  • Proactively identify risks, issues and opportunities, and develop mitigation strategies as required, related to the delivery of key sponsor requirements.
  • Proactively coordinate the alignment between operational outcomes and the ongoing development and design of the Project.
  • Lead key stakeholder meetings, relating to user requirements impacting the design and/or delivery of CRR.
  • Create linkages to interface CRR design and delivery with broader SEQ rail network growth and investment.
  • Identify opportunities for alternative network changes which provide enhanced benefits to customer, operational and delivery outcomes.

Key competencies: 

The successful candidate will be able to demonstrate the following key competencies:

  • Strong program management experience to support the effective coordination of operational and design/delivery outcomes.
  • Professional qualifications and competencies in the transport or infrastructure related field.
  • Good understanding of broad range of inter-disciplinary activities associated with rail operations to support delivery of the CRR program of works.
  • Understanding and application of System Engineering principles relating to setting user-requirements and applying system life cycle processes and activities.
  • Experience managing or interfacing with rail operations and maintenance processes and activities.
  • Extensive experience coordinating stakeholder input and developing high level advice on operational risks and outcomes
  • Broad experience identifying risks, issues and opportunities, and developing mitigation strategies, in a complex and challenging project environment.
  • Highly organised, with the ability to work with initiative and independence, and implement improvements in a time sensitive environment.
  • Demonstrated ability to provide clear and concise written and verbal communication.
  • Demonstrated ability to work collaboratively with a wide range of internal and external stakeholders
  • Experience in managing a team to meet deadlines and adapt to sudden changes in expectations and priorities.
