Health and Wellbeing Queensland Finance, Audit and Risk Management Sub-Committee Independent Member Role

Health and Wellbeing Queensland (HWQld) is the State's prevention agency, committed to making healthy happen for Queensland. HWQld is now seeking Expressions of Interest from suitably qualified and experienced individuals to join its Finance, Audit and Risk Management Sub-Committee as an Independent Member. An Independent Member is independent of management; not an employee of the entity; and not an employee of another Queensland public sector entity.

The Finance, Audit & Risk Management Sub-Committee is not an approval body; however, its role is to provide independent advice, assurance and assistance to the Health and Wellbeing Queensland (HWQld) Board in the areas of:

  • Risk, control, audit, performance management and compliance frameworks
  • The Board's external accountability responsibilities as prescribed in the Financial Accountability Act 2009, the Statutory Bodies Financial Arrangements Act 1982 and the Financial and Performance Management Standard 2019

The Sub-Committee provides oversight, monitoring, review and advisory activities in the following areas:

  • Financial Statements and reporting
    • analyse financial performance and financial position and ensure there is proper explanation for any unusual transactions or trends, or material variations from budget or forecasts
  • Risk Management
    • liaise with management to ensure there is a common understanding of the key risks to the agency
    • review the effectiveness of processes
  • Internal Control
    • review adequacy including information technology security and control
  • Performance management
    • review compliance with performance reporting requirements
  • Internal audit function
    • review findings and recommendations of internal audits according to agreed schedule
  • External audit function
    • review findings and recommendations of external audit
  • Compliance and reporting
    • review effectiveness of the system for monitoring HWQld's compliance with relevant laws, regulations, standards and government priorities
    • submit reports to the HWQld Board outlining relevant matters including the committee's opinions, decisions and recommendations
