The Digital Services & IT (DS&IT) Branch is responsible for establishing, leading and managing the digital and technology functions within QCS. The Branch works with business areas to ensure ICT investment aligns and supports the agency’s strategic direction, exploring emerging digital solutions whilst leveraging and managing existing business critical ICT environments. The functions within the DS&IT Branch include: ICT strategy and solution design and delivery; information management; business systems applications; cloud services and infrastructure; end user computing; and cyber security.

The Manager, IT Project Office and Office of the Chief Digital Officer provides strategic and operational support to the Chief Digital Officer and across the DS&IT Branch. The purpose of this position is to lead and manage a range financial, human resource management, communication, and stakeholder engagement and portfolio, program and project management.

In this role you will:

  • Lead the establishment of an ICT Portfolio Program of Work and Digital Project Roadmap showing integrated and sequenced projects for the next 3 to 5 years to deliver on the QCS Digital Strategy and monitor its implementation.
  • Identify ICT and digital business improvement initiatives across QCS and track the savings and benefits from the improved practices
  • Lead development of the DS&IT Branch and department-wide ICT resources 3-year budget projection each year and regularly monitor, track and report the financial position on a monthly basis.
  • Work collaboratively with the People Capability Command to conduct workforce planning to systematically review the experience, knowledge and skills of the IT workforce to meet current and future business needs and regularly review the DS&IT Branch Learning and Development Plan to continually build capability across the branch to expected standards.
  • Prepare reports and monitor DS&IT Branch performance and overall QCS digital maturity and present the assessment and recommendations to the Digital & IT Steering Committee quarterly and the DS&IT Branch and Organisational Capability leadership teams as required.
  • Prepare DS&IT Branch communications including newsletters, presentations and articles to promote, market and inform stakeholders on branch activities and services and on changed QCS business processes and practices resulting from new IT solutions, including presentations to external groups such as the Queensland Government Chief Digital Group or industry groups.
  • Provide communications, marketing and change management support to key initiatives and change agendas including cyber security, information management including information security, and other digital and IT strategies.
  • Lead the development and monitor implementation of a DS&IT Branch stakeholder engagement strategy and plan to ensure appropriate and coordinated engagement and communication to DS&IT clients and stakeholders
  • Develop briefing notes, business cases, submissions, reports, correspondence and presentations including analysis of options, impacts and recommendations as required on behalf of Project and Executive management.
  • Conduct research and analyse issues using industry best practice frameworks to ensure the provision of accurate and timely advice to the Chief Digital Officer
  • Manage the Office of the CDO and IT Project Office teams to ensure expected milestones and services are delivered in a timely and quality manner
  • Manage and coordinate high profile investigations and confidentiality of the office.
