The High-Risk Offender Management Unit (HROMU) is responsible for undertaking functions associated with the management of prisoners and offenders under the Dangerous Prisoners (Sexual Offenders) Act 2003 (DPSOA) across Queensland.

HROMU SEQ operates from Wacol and is responsible for the management of offenders subject to DPSOA legislation across Southeast Queensland.

Offenders subject to DPSOA legislation in the community have been convicted of serious sexual offences and have been deemed by the Supreme Court to require a stringent Supervision Order to manage their risk of sexually re-offending.

* This position has been identified as a position to be filled by an Aboriginal or Torres Strait Islander person because of a number of factors, including the gross over representation of Aboriginal and Torres Strait Islander offenders in custody. It is an occupational requirement that this position be filled by an Aboriginal or Torres Strait Islander person as permitted and arguable under Sections 25, 104, and 105 of the Queensland Anti-Discrimination Act 1991.

The Cultural Liaison Officer, HROMU SEQ will provide cultural support, engagement and connection to a cohort of male First Nations DPSOA offenders both from Wacol and the broader SEQ area. The role will involve in person, direct engagement with male First Nations offenders who have been convicted of serious sexual offences, committed against adults and children and who present with a number of clinical diagnoses including personality disorders and cognitive impairments and whom have diverse cultural backgrounds.

The Cultural Liaison Officer will be exposed to written and verbal material regarding sexual offending and will at times be required to engage in discussions about sexual matters with these offenders.

The primary goal of HROMU is to protect community safety by effectively supervising and monitoring compliance with stringent supervision orders, whilst engaging with a wide variety of stakeholders to secure suitable and safe re-integrative opportunities for offenders.

The Cultural Liaison Officer provides advice to management and staff on specific cultural issues pertaining to offenders, contribute to their case management and consult with relevant multicultural communities and organisations to secure suitable cultural opportunities for offenders.

The essential requirements for this role are:

  • Ability to contribute to and work effectively within a multi-disciplinary team.
  • Current knowledge and interest in Aboriginal and Torres Strait Islander issues, trends and practices and their impact on criminal behaviour with a drive for continual learning and professional development.
  • Proven ability to establish and maintain stakeholder relationships (particularly with Aboriginal and Torres Strait Islander organisations) including where the working relationship is at distance, in order to promote positive service outcomes.
  • Strong interpersonal and negotiation skills to maintain effective internal and external professional partnerships.
  • Self-awareness and ability to be a positive representative of QCS and ability to role model behaviours and attitudes in alignment with QCS values and priorities.
  • Strong written and verbal communication skills including the ability to produce written reports, represent QCS and contribute within forums and meetings.
  • Commitment to maintaining confidentiality of issues and information.
