The purpose of the Policy and Legal Command is to establish and provide effective organisation-wide legal strategies, frameworks and advice, reflective of wider Queensland Corrective Services (QCS) operational policy development and service requirements and strategic direction.
The Legislation Group:
- Coordinates, develops and delivers QCS’ legislative program to ensure QCS’ operations are supported by a modern, best practice legislative framework;
- Works across QCS, the Queensland government and with other jurisdictions to identify and assess potential opportunities for legislative reform, aligning to government priorities to improve the efficiency and effectiveness of the criminal justice system;
- Develops advice for the Minister, Commissioner and Executive Leadership Team
on legislative reforms that are of interest to QCS or may impact on QCS’ operations.

The Director, Legislation Group is responsible for leading and managing the Legislation Group. The role is responsible for the development of legislation relevant to the operation of QCS, through leading and managing the analysis, development and implementation of QCS' legislative reform agenda.
In this role you will:
- Provide strategic leadership and direction to the Legislation Group, ensuring effective delivery of legislative policy development to facilitate a more contemporary and effective approach to correctional service delivery.
- Lead and promote a culture of innovation across QCS through legislative policy reform including establishing mechanisms which encourage employees to adopt an innovative mindset and approach to improving organisational performance.
- Lead and oversee the research, analysis, development, implementation and evaluation of policy relating to the Corrective Services Act 2006, other legislation relevant to the operation of corrective services, and associated reform projects.
- Lead corrective services legislation projects from initiation through to the conclusion of parliamentary consideration.
- Provide input into the reform of legislation of other justice sector agencies and other government departments relevant to corrective services.
- Develop strategic partnerships with key stakeholders including thought leaders in the sector, and represent QCS in a range of forums and committees to advance QCS's strategic interests.
- Lead the preparation of strategic advice for the Minister and QCS' executive officers in relation to emerging issues and legislative amendment, development of complex submissions and reports, briefing notes, presentations, publications and correspondence for various audiences, including Cabinet, Parliament, relevant stakeholders and the general public.
- Develop, influence and maintain relationships with key internal and external stakeholders and facilitate effective communication channels to ensure optimal outcomes, achievement of goals and fulfillment of responsibilities.
- Lead and manage the effective functioning of the Legislation Group, including active participation in planning, prioritisation of business and resource management, and fostering collaborative relationships with key internal partners to maximise outcomes through the effective use of available resources.
- Manage capability and resource development through leadership, supervision and development of staff.
- Ensure that the Legislation Group has the required capability to meet the organisation's current and longer term requirements.
- Lead and direct the effective use and management of the work unit's human and financial resources to deliver services in an efficient and commercially sustainable manner.
- Foster a workplace environment that values performance, continuous improvement, innovation and integrity in the delivery of high quality services.
