We are seeking a dynamic Regional Manager for the Electronic Monitoring Precinct Management Unit (EMPMU). This is a senior leadership role pivotal in contributing to the Government's objectives for the community and promoting the effective delivery of Community Corrections in Queensland.

About the Role:

In this role you will provide high level strategic and operational leadership and advice, and hold accountability for key agency functions in relation to the effective operation of the state-wide offender electronic monitoring programs and accommodation precincts for offenders subject to a supervision order pursuant to the Dangerous Prisoners (Sexual Offenders) Act 2003 (DPSOA).

In this role, you will provide proficient advice to the Assistant Commissioner, Community Corrections on operational and strategic issues relevant to electronic monitoring processes and activities, field work and precinct management. You will oversee the delivery of multiple 24/7 monitoring programs, supporting staff to respond to incidents and maintain compliant precinct operations. Using your peoplefocused leadership style, you will lead a diverse team, drive performance, build capability, and foster a positive, inclusive workplace culture, while ensuring the efficient management of monitoring and precinct functions. You will also cultivate strong relationships with partner agencies and other stakeholders to enable appropriate information exchange and high‑quality service delivery.

Key Responsibilities:

  • Lead the efficient and effective operation and service delivery of multiple 24/7 electronic monitoring programs, managing shift workers and non-shift staff and ensuring effective field response and precinct management functions.
  • Oversee and hold accountability for facility management, operations and maintaining a safe environment.
  • Provide proficient advice to the Assistant Commissioner, Community Corrections on operational and strategic issues and develop appropriate remedial initiatives as required.
  • Lead the establishment and monitoring of risk mitigation strategies, governance processes and evaluation of initiatives that support the delivery of high-quality services.
  • Manage vendor relationships and contracts to ensure the accurate and timely delivery of services.
  • Develop and maintain strong relationships with staff, executive leaders, partner agencies and community stakeholder groups, addressing sensitive and contentious issues.
  • Represent and promote the agency in various internal and external forums and ensure the appropriate exchange of information to optimise offender management and support community safety.
  • Manage budgets and financial statements, overseeing the allocation and utilisation of resources effectively within the allocated budget and in accordance with relevant legislation, standards, procedures and delegations.
  • Drive the effective implementation of workforce processes to recruit the right people, actively support and manage performance, and build workforce capability and conduct in accordance with the Public Sector Act.
  • Lead a workplace culture based on values and behaviours which maintain a positive work environment that is safe, healthy, diverse, respectful and inclusive.

NOTE: The role requires work to be undertaken outside of normal business hours in order to respond to emergent issues, manage risk and support community safety. Additionally, the Regional Manager position receives an attraction and retention incentive of $23,395 per annum (excludes superannuation). The application of the incentive is reviewed annually in accordance with Directive 7/14 attraction and retention incentives and is in addition to the total remuneration package.
