About the Command
The Transformation Office is a critical enabler in delivering the QCS reform agenda and comprises of:
• Portfolio Delivery: Enterprise Portfolio Management Office (EPMO) - oversees QCS' portfolio of programs and projects, Portfolio governance.
• Strategic Transformation Group - leads the development and delivery of organisational strategy, investment management and prioritisation, benefits, workforce planning and capability maturity across the portfolio functions and facilitates decision making regarding the reform agenda to ensure a holistic mindset, value and investment and strategic partnerships.
• Portfolio Change and Communication - provides internal change management and communication services direct to programs and projects, and ownership of enterprise level change and communication frameworks, along with project resourcing strategies to support project delivery.
About the Role
In this role you will be the expert in refining investment and benefit frameworks to ensure delivery and strategic objectives, support key stakeholders to maximise return on investment and benefits realisation. You will perform business engagement, progress proposals and initiate projects, maintain, evaluate and refine Investment and Benefits frameworks to include associated tools, templates and training, provide detailed and strategic recommendations to make effective decisionmaking.
You will play a critical role in supporting the preparation of investment documentation for portfolio research reports, frameworks and agreements to contribute to project initiation processes.
You will monitor portfolio costs, forecasts and resources ensuring management is within approval for budget and milestone requirements, design and implement dashboards and presentations representing designated project/benefits outcomes, findings, and recommendations for various audiences. Your connections will facilitate the development and analysis of operational performance, cost savings and economies of scale, financial reporting and EPMO project reporting. You will be the subject matter expert, by taking a supportive leadership approach to uplifting capability through education and coaching and fostering a positive and productive relationship with key stakeholders.
Is this role for you?
To be successful in this role you will have senior level experience in leading the formation, integration and delivery of portfolio and/or program investment/ Benefit frameworks within a diverse, highly regulated organisation. You will have exceptional experience in a multi-project delivery environment, with analytical and reporting skills, the ability to evaluate, interpret, identify trends and report data to inform decision making and influence to achieve organisational outcomes. You will have stellar negotiation and change management experience and significant and holistic change transformation knowledge. Your expertise with knowledge relating to investment and benefit outcomes and understanding of reform issues will be advantageous. (Exposure to reform issues within a correctional services environment will be highly regarded)
A Bachelor's degree (or Masters) in Economics, Finance, Investment Management Business Analysis or similar, benefits Management/ Realisation qualification (ideally) and program/ Project Management qualification will be highly regarded.
