Manager Change Management

This is a unique opportunity to bring your demonstrated experience to an established and dynamic project team to lead and deliver change management activities to support the implementation of key reform initiatives for Parole Board Queensland (PBQ). In this role, you will be responsible for leading implementation of contemporary and best practice change management strategies, frameworks and processes to ensure successful transition and embedding of the PBQ reform agenda as part of the PBQ Review Implementation Project.
The successful applicant will be required to possess strong interpersonal and communication skills to form and maintain working relationships across the Agency to successfully collaborate with internal and external stakeholders, including other programs, projects, and the Transformation Office Portfolio Change Group.

Responsible for making independent decisions regarding the release of prisoners to parole, PBQ collaborate with a diverse range of stakeholders to ensure the risks associated with parole are identified and managed.
In 2021 the Queensland Government engaged KPMG to complete an independent review to provide current state insights and advice on future efficiencies and modernisation considerations for PBQ and make recommendations to ensure a sustainable operating model for PBQ.
The PBQ Review Implementation Project has been established as a result of the Government's response to the independent review.
The essential requirements for this role are:
- Demonstrated experience in developing and delivering change management, communication, and engagement strategies within a large-scale project/program environment.
- High level knowledge of contemporary and best practice change management and communication frameworks and methodologies.
- Understanding of the elements of project management including contemporary change management and business integration processes and strategies.
- Demonstrated experience in developing and implementing consultation strategies, frameworks, and processes.
- Knowledge of, or ability to, quickly develop a strong understanding of the business changes resulting from the implementation of key strategic projects and reform initiatives and translate them into an effective communication and engagement program of work.
- Demonstrated experience in project management / change activities, ideally within a justice or human services environment.
- Demonstrated knowledge in the delivery of transformation initiatives across a large and complex public sector organisation.
- High level interpersonal skills to build and maintain strong working relationships with internal and external stakeholders and negotiate with and influence others on sensitive and complex issues.
- Proven high level of written communication skills, with experience drafting a range of materials, from web text to presentations, reports and ‘Government' style formal documents.
Qualifications, professional registration, conditions and other requirements:
- Formal qualifications in human resource management, project management, business (or a related discipline) would be highly regarded.
- Travel may be a requirement for this position as this position may be required to work at different sites.
