The Court Advisory Services Division is a pilot program in response to the Women’s Safety and Justice Taskforce, Hear her voice – Report Two recommendation 130 “Queensland Corrective Services develop and implement a plan for the sustainable expansion of court advisory services across Queensland to support greater use of pre-sentence reports”.
The purpose of the pilot is to ensure the magistrates have access to relevant information about an individual to make an informed sentencing decision. In some cases, this additional information will enable magistrates to consider community-based orders which would enable people to address their criminogenic needs in the community rather than in custody.

About the Role:
In this role you will report to the Assistant Commissioner, Specialist Operations and will be responsible for overseeing and managing the delivery of specialist advisory services to the court system. This role involves strategic planning, program development, stakeholder engagement, and ensuring the effective implementation of services that support the judicial process.
The primary accountabilities of the Program Manager include:
- Lead the development, implementation, evaluation and continuous improvement of the Court Advisory Service.
- Act decisively to identify issues of non-compliance and performance shortfalls in order to mitigate operational risk.
- Ensure the timely preparation, accuracy and quality of complex reports, briefings and correspondence to senior management throughout the trial.
- Provide strategic advice to senior management on best practice policy, operational governance and risk issues, ensuring reporting remains compliant and contemporary.
- Manage the program budget, monitor expenditures, allocate resources efficiently, and prepare relevant reports.
- Oversee the coordination of operational reporting, including local assurance frameworks, strategic plan reporting, monthly and quarterly departmental reporting and regular reporting against strategic and business plans and risk registers.
- Facilitate regular high-level negotiation, communication, and collaboration between government and non-government stakeholders in conjunction with the Partnership Coordinator.
- Provide individual supervision, support and management to the Team Leader and Judicial Liaison officer roles.
- Implement best practices and drive initiatives that enhance service delivery.
- Ensure the service delivery of the Court Advisory Service is operating in a trauma informed manner, and applying trauma-informed practice principles.
- Ensure all service delivery is culturally appropriate, respecting and valuing diverse backgrounds and needs of First Nations people.
- Identify potential risks to program delivery, develop mitigation strategies and ensure compliance with legal and regulatory requirements across the program.
- Ensure the Court Advisory Service meets its key deliverables and intended program outcomes and report on any emerging trends identified.
- Manage human resource functions per delegated authority and ensure that staff members operate within procedural boundaries and delegated authorities.
- Foster a workplace that values diversity, performance, continuous improvement and innovation in the delivery of high-quality services.
- Manage own professional development needs to ensure currency of own knowledge of best practice approaches for the development of the team.
- Carry out any other reasonable duties as directed by senior management, adhering to professional standards and organisational objectives.
