We are seeking an exceptional leader to develop and embed an integrated suite of OT security and cyber policies, processes, and governance frameworks. Shape the Future of Queensland Corrective Services: Architect a Robust Operational Technology Security Framework.

Join Queensland Corrective Services (QCS) in a high-impact position where you will be the lead architect of a robust, legislatively compliant policy framework, providing consistent, clear direction on the use of our critical operational technologies and systems. This is a unique opportunity to apply your expertise in a large-scale, complex environment and make a tangible difference in community safety.

As the expert leading this critical initiative, your primary responsibilities will be:

  • Framework Architecture: Design, develop, and implement an integrated OT security and cyber policy framework across all QCS facilities, ensuring seamless integration and zero conflicting instructions.
  • Stakeholder Mastery: Engage extensively with our largest stakeholders—Custodial Operations and Community Corrections—alongside Specialist Operations Command and Head Office, navigating competing interests to achieve collaborative outcomes.
  • Project & Change Management: Drive project planning, manage responsibility registers, and collaborate closely with the Enterprise Project Management Office on critical change management and communication strategies for policy deployment.
  • Governance & Assurance: Embed clear compliance measures, establish a robust audit schedule, and analyse performance data to provide executive-level insights and drive continuous improvement.
  • Leadership & Influence: Provide authoritative subject matter leadership and guidance, building credible, trusted relationships with internal stakeholders (including Digital Command, Risk, and Operational teams) and external partners like unions and contractors.

Are you a strategic thinker with proven experience in policy development within a complex operational environment?

Exceptional Communication: Outstanding written ability in a policy formulation context, producing succinct, high-quality documents and C-suite reports/briefings that are clear and impactful for all audiences.

  • Translational Expertise: Proven ability to research, collate, and translate complex legislation, standards, and protocols into a clear, compliant, and actionable framework of policy documents.
  • Stakeholder Engagement: High-calibre interpersonal skills used to build lasting relationships, negotiate competing interests, and facilitate effective, collaborative knowledge sharing.
  • Organisational Excellence: Strong project planning and delivery abilities, with the capacity to set priorities, coordinate complex activities, and consistently meet demanding deadlines.
  • Change Acumen: A solid understanding of change management methodologies, crucial for successfully embedding new policy frameworks and KPIs across our large organisation.
