Extended Possessions Manager

The Extended Possessions Manager is responsible for the program management and planning of extended track possessions across all Cross River Rail work packages. The role works with delivery contractors and key stakeholders, including Transport and Main Roads and Queensland Rail, to ensure delivery staging is logical, achievable within operational and customer constraints, and aligned with project priorities. Given the significant pipeline of rail projects underway in South East Queensland, the role will also work with Transport and Main Roads to ensure Cross River Rails delivery is integrated and considers the cumulative impacts across the rail network. This opportunity is offered as a fixed term contract for 2 years with possible extension.

Cross River Rail will transform the way we travel to, from and through Brisbane in the future. It is a catalyst for wider rail transformation underway across the South East Queensland and it is already playing a key role in how we prepare for the 2032 Olympic and Paralympic Games.

Cross River Rail is a new 10.2km rail line including 5.9km of twin tunnels running under the Brisbane River and CBD, with four new underground stations at Boggo Road, Woolloongabba, Albert Street and Roma Street. The Cross River Rail Delivery Authority is also tasked with multiple supporting projects and activities, including accessibility rebuilds for eight surface stations, construction of three new stations on the Gold Coast, upgrades for stabling yards, track works and surface rail enhancements, and the introduction of a new world-class digital train signalling system.

About the Role

The Extended Possessions Manager is responsible for the program management and planning of extended track possessions across all Cross River Rail work packages. The role works with delivery contractors and key stakeholders, including Transport and Main Roads and Queensland Rail, to ensure delivery staging is logical, achievable within operational and customer constraints, and aligned with project priorities.

Given the significant pipeline of rail projects underway in South East Queensland, the role will also work with Transport and Main Roads to ensure Cross River Rail's delivery is integrated and considers the cumulative impacts across the rail network.

This opportunity is offered as a fixed term contract for 2 years with possible extension.

Key Responsibilities:

  • Chair multi-agency working groups to develop and endorse possession applications and monitor readiness.
  • Support contractors in applications for extended possessions, including justification of track access.
  • Apply governance frameworks to ensure informed and transparent decision-making.
  • Coordinate state agencies to optimise possessions during low-demand periods.
  • Monitor risks and changes in construction schedules and develop contingency planning.
  • Prepare feasibility assessments, options analyses and readiness assurance documentation.
  • Present structured information to the Delivery Sequencing Steering Committee.
  • Report progress and escalate risks to the Senior Possessions and Delivery Sequencing Manager.
  • Manage team deliverables, KPIs, and professional development.

About You:

  • Experience in possession planning and/or works sequencing in a complex multi-agency public transport environment.
  • Skilled in identifying risks and developing mitigation and contingency strategies.
  • Strong program management skills to coordinate delivery activities under tight timelines.
  • Effective communicator with strong interpersonal and written communication skills.
  • Experience in leading teams and fostering professional growth.
  • Skilled in chairing and presenting at multi-agency meetings to support collaboration and decision-making.
