The Custodial Operations Directorate is responsible for the delivery of custodial services across Queensland. People in custody are supervised in either high or low security correctional centres. The Agency's Custodial Operations Directorate is responsible for managing the State's correctional Centres, which incorporate a variety of high and low security facilities.

The Escort and Security Branch has a number of major functions including:
- the safe and secure transportation of prisoners between correctional centres and other locations;
- the safe and secure custody of prisoners of the Brisbane Magistrates Court and the Brisbane Supreme and District Court;
- operating the Princess Alexandra Hospital Secure Unit (PAHSU); and
- the safe and secure management of prisoners within the Princess Alexandra Hospital (PAH)

This position manages and coordinates the security, safety and welfare of all prisoners required to be escorted to places external to correctional centres, and oversee the electronic, static and dynamic security operations of diverse detention facilities other than correctional centres.

In this role you will:

  • Engage and establish protocols with stakeholder groups associated with all levels of Escort and Security Branch functions and operations.
  • Engage with relevant community agencies and support services in a capacity that positively promotes the QCS including Escort and Security Branch.
  • Ensure timely provision of advice to external parties, and relevant authorities regarding offenders.
  • Ensure the appropriate exchange of information with the Queensland Police Service, Queensland Health and other agencies and government departments to optimise offender management consistent with the highest standards of the prisoner management and escort functions.
  • Workforce, resource and financial management
  • Manage the workload and work practices of staff.
  • Supervise, motivate and encourage staff in the performance of their duties.
  • Appraise performance and provide feedback.
  • Adopt contemporary human resource management practices to ensure development of a highly skilled, flexible and engaged team.
  • Identify and develop talent to create an engaged and committed workforce.
  • Develop a positive workforce culture aligned to QCS values and objectives.
  • Plan for current and future workforce needs to ensure the execution of QCS strategies relating to WH&S.
  • Promote the current performance management system and actively participate in performance management activities.
  • Coach and mentor staff through the provision of constructive feedback and managing under performance.
  • Manage industrial relations and foster a consultative culture.
  • Promote effective and efficient rostering and overtime practices compliant with Awards, Agreements and fatigue management principles.
  • Maintain direction with the QCS strategic plan.
  • Manage the human, financial and physical resources as delegated to the position.
  • Devise and implement strategies to respond to budget trends and ensure operations are delivered within budget.
  • Maintain appropriate levels of resources and equipment that ensures the delivery of services for Courts, the PAHSU and Escort Unit.
  • Develop systems to enhance workforce, resource and financial management.
  • Business, services delivery and operational planning including the effective supervision of relevant persons.
  • Provide a significant contribution to the creation and implementation of E&SB Business plans and operational plans.
  • Provide a significant contribution to the creation and maintenance of E&SB service delivery model.
  • Ensure prisoner escorts are conducted and managed in accordance with provisions of the Corrective Services Act 2006 and that responsibilities are discharged with the appropriate delegation.
  • Manage custodial correctional officers to ensure the provision of court supervision, escort and medical security services.
  • Provide management, planning, organisation and supervision of custodial operations including those pertaining to escort practices and principles across various locations.
  • Provide advice to the General Manager on a range of issues pertaining to the operations within the Branch.
  • Oversee the development and implementation of appropriate policies, strategies, standards and operational procedures for the delivery of services at the Courts, the PAHSU and the escort locations.
  • Provide for the planning and organisation of humane safe and secure service to prisoner.
