The GHAD Team recently reviewed the assessment process for the approval of trainers and training institutions. The purpose of the review was to determine how the assessment process could be improved to ensure it is efficient and effective and produces high quality and reliable trainers that are accountable for their services. The Principal Project Officer will lead and manage the delivery of initiatives to implement recommendations made as part of that review.

We are looking for someone with strong policy development and analysis experience, who can contribute to the coordination and development of departmental and whole-of-government processes to improve efficiency. You will have exceptional writing and critical thinking skills & you will provide timely and effective advice on operational, service delivery and procedural issues to ensure the department achieves desired outcomes.

About the Guide, Hearing and Assistance Dogs Team

The department is responsible for the administration of the Guide, Hearing and Assistance Dogs Act 2009 (GHAD Act).

The objects of the GHAD Act are:

  • to assist people with a disability who rely on guide, hearing or assistance dogs to have independent access to the community; and
  • to ensure the quality and accountability of guide, hearing and assistance dog training services.

The objects are achieved by protecting the rights of people with disability who rely on certified dogs and trainers to be accompanied by their dog in the community. The GHAD Act also provides for the approval of guide, hearing and assistance dog trainers.

With regard to ensuring the quality and accountability of dog training services under the GHAD Act, the work of the Guide, Hearing and Assistance Dogs Team (GHAD Team) includes:

  • assessing eligibility of people and organisations to be approved trainers or training institutions (including considering technical reports) and administering other requirements of the GHAD Act
  • making evidence based recommendations to senior management
  • identifying and recommending changes to systems, policies and processes to streamline decisions and improve administration of relevant legislation.

Knowledge, skills and experience in the following will be favourably regarded:

  • Ability to develop strong productive relationships across government departments and external stakeholders including non-government organisations and certification bodies.
  • Exceptional communication skills both written and oral.
  • Demonstrated personal accountability in meeting project outcomes, including the ability to proactively identify and resolve issues, and manage conflict resolution.
  • Proficient in Microsoft Suite

Some of your key responsibilities as Principal Project Officer will include:

  • Participate in the formulation and implementation of innovative and workable policy options and solutions.
  • Implementing comprehensive project recommendations including risk management and mitigation strategies.
  • Providing high level advice and direction in relation to service initiatives.
  • Providing strategic analysis and advice on complex policy and legislative issues relating to the initiatives delivered by the business unit.
  • Co-ordination of project activities to ensure the department's continued capacity to deliver and maintain quality services.
  • Providing high level liaison, consultation and negotiation with internal and external stakeholders towards the development and implementation of the GHAD assessment review, procedures and policy initiatives
  • Ensuring that project plans are aligned with the department's program and strategic intent.
  • The preparation of high-level communication including a range of written materials such as policies and procedure documents, briefing material, and information papers.
  • Utilising data to drive continuous improvement and inform future project planning.
  • Actively contributing to building and maintaining a positive, inclusive and results-oriented culture within the work area and the broader department.
  • Other suitable duties, consistent with the duties and responsibilities of the position as directed by the supervisor or nominated delegate.

Role specific/technical skills:

  • Prior project management or coordination experience is highly regarded for this role.
