The DETSI - Innovation Division drives economic growth, job creation and better outcomes for Queensland through innovation. We lead policy, program design and delivery, and coordinate innovation activity across government.
As Director, Program Design and Insights, you’ll lead a high-performing team to design and deliver strategic programs, manage risk, and ensure alignment with broader objectives.
You’ll work across government and with external partners to build strong relationships, close data gaps, and support evidence-based decision-making.
Your ability to influence, collaborate, and communicate effectively will be critical to driving success across programs and contributing to a united, strategic approach to innovation across Queensland.

As the Director, Program Design and Insights you will require highly developed leadership and management skills, coupled with strong portfolio, program, project and risk management skills, to ensure the integrity of the program and related projects. You will need to develop and maintain robust and collaborative internal and external relationships to enable delivery and ensure initiatives meet requirements.
You will also need to work with business areas to identify any gaps in data and to provide advice and assistance on what activities are required to fill those gaps. You will require an in-depth understanding of wider objectives related to the program and projects and build credibility. You must be able to develop and maintain effective working relationships with a range of stakeholders, including senior executives, program and project teams, and any third-party service providers, combined with an ability to influence these stakeholders.
The role
As the Director, you will:
• Provide strategic advice and oversight on program development, strategies and methodologies including successful project creation, and implementation to assure program outcomes and project deliverables.
• Manage the delivery of a program of work by ensuring the successful integration of activities is achieved and completed within timeframes, budget and quality standards.
• Prepare overall program of work financial plans and forecast budget estimates on the business, and manage the costs as outlined in the budget.
• Manage the design, development and implementation of innovative reporting and analytical tools and capabilities.
• Utilise statistical modelling and trend analysis to inform decision making and contribute to the effective evaluation of the implementation, impacts and outcomes of innovation programs and initiatives.
• Lead the development of insights which indicate the impact of our programs and provide intelligence to inform further actions we should take.
• Develop and maintain strong business relationships by communicating, consulting and negotiating with clients and other key stakeholders to ensure the achievement of strategic outcomes.
• Represent, contribute and participate in whole-of-government forums and committees to ensure strategic alignment with Program goals and inform broader whole-of-government directions on innovation policy.
• Lead the strategic management of consolidated audit and risk and issue management activities of the Program.
• Proactively promoting an effective working culture by capturing and sharing knowledge and supporting common expectations.
• Actively contribute to an environment that values performance, customer service, continuous improvement and innovation in the delivery of high quality services.
• Foster a workplace culture that supports and promotes the interests of Aboriginal and Torres Strait Islander peoples and actively engage through our work to contribute to better outcomes for First Nations peoples of Australia.
