About the Role
Reporting to the Deputy Chief HR Officer, this role leads a multidisciplinary team of HR Business Partners, Recruitment Specialists and an HR Adviser, and is pivotal in strengthening workforce capability, enhancing the employee experience, and positioning HR as a trusted business partner across QBCC.
This is a key leadership role in a time of significant transformation for QBCC, including the implementation of ServiceNow, along with other HR projects and embedding a more strategic HR business partnering model. Your ability to balance operational demands with a clear strategic lens will be essential as you lead the team in navigating change, uplifting service delivery, and embedding customer-focused, data-informed HR practices.
Key Accountabilities include:
- Lead and mentor a high-performing HR team in delivering end-to-end HR advisory, recruitment and business partnering services that support QBCC's evolving needs.
- Drive the transformation of HR service delivery by embedding the business partner model, reducing reliance on transactional support, and uplifting capability across the team.
- Oversee implementation of key change initiatives including ServiceNow and other key HR inititatives ensuring stakeholder engagement and a clear focus on people and process impacts.
- Provide expert guidance on complex and sensitive matters relating to industrial relations, performance management, organisational change and employee grievances within a public sector context.
- Utilise data analysis and workforce planning to inform strategic HR decisions and guide proactive workforce solutions aligned to business needs.
About You
You are a forward-thinking HR leader with demonstrated success leading stable, diverse HR teams in complex and fast-paced environments. You have a calm, pragmatic yet strategic mindset that can cut through ambiguity and prioritise competing demands whilst effectively influencing change. Your
background includes deep knowledge of industrial relations instruments, and employment legislation, with demonstrable experience in leading significant HR projects and change programs and a data-driven approach to elevating HR's role as a strategic partner.
