About the role
As our Senior Finance Officer, you will:
• Develop and manage the annual budgeting process for business units within Agriculture, implementing procedures to maximise accountability, transparency and compliance with financial management policies, standards, and practices. Provide financial management support for funded project activities, including monthly and ad hoc financial reporting, resource planning, and the provision of complex financial advice.
• Provide leadership, management and mentoring to Finance Officers, fostering a collaborative and high-performing team environment, building capability and delivering quality financial services.
• Identify financial, governance, administrative, and asset management issues, providing solutions, information, and undertaking rectification actions as needed. Contribute to compliance reviews and provide ongoing administrative governance advice and guidance.
• Provide expert advice and support to Team Leader, Directors, Managers and other clients to improve performance and accountability.
• Support procurement and contract management by providing specialist advice and best practice approaches to ensure quality and governance. Contract Register is accurately maintained and regularly updated for reporting requirements.
• Contribute to the development and review of finance-related resources and processes that comply with FMPM policies and procedures. Maintain a high level of quality in all duties, adhering to processes and systems while continually seeking improvements in work practices.
• Deliver advice, support, and education on DPI financial processes and procedures, ensuring new finance officers are effectively trained. Facilitate learning and development activities to enhance skills and knowledge, while educating clients to effectively manage their financial responsibilities.
• Prepare reports, briefing notes, submissions, and other correspondence on complex financial and procurement matters, ensuring high quality and timeliness. Actively participate in strategic and operational planning for the finance unit, identifying and recommending systems and process improvements.
• Communicate and liaise with clients and staff at all levels within CBS and external groups to maintain and build relationships, resolve issues, and ensure effective collaboration.
• Undertake financial tasks, projects, and other duties as directed, contributing to the overall efficiency and effectiveness of the finance unit.
Essential requirements
• Knowledge of Common Reporting Program (CRP) or similar programs, Departmental FMPM and Queensland Procurement Policy.
• Knowledge and experience utilising various software packages including SAP, SharePoint, PowerBI, and Microsoft Suite (Excel, Word and PowerPoint).
