We are looking for an experienced and forward-thinking Manager to lead the Development Assessment and Archaeology (DAA) team within the Heritage Branch, to administer Queensland’s heritage protection framework. The DAA team is responsible for development assessment and decision-making for State heritage places under provisions of the Queensland Heritage Act 1992 (such as exemption certificates, Heritage agreements and Development by the State for the Queensland Heritage Council).
The team provides technical advice to the State Assessment and Referral Agency (SARA) established under the Planning Act 2016 to input into several other development assessment systems. This position also manages the team’s work associated with important terrestrial and maritime archaeology under the Queensland Heritage Act 1992, and the Underwater Cultural Heritage Act 2018 (Cmth).

We are seeking an experienced and forward-thinking Manager to lead our Development Assessment and Archaeology team. In this role, you will drive innovation and deliver excellence across regulatory functions, strategic programs and team leadership. You will oversee the assessment and decision-making of development proposals affecting heritage-listed places under the Queensland Heritage Act 1992 and the Planning Act 2016, and manage responsibilities relating to Queensland's terrestrial and maritime archaeology, including under the Underwater Cultural Heritage Act 2018 (Commonwealth).
Leading a high-performing, multidisciplinary team, you will foster strong partnerships with key stakeholders—including the Queensland Heritage Council, government agencies, and community groups—to achieve meaningful heritage outcomes. A demonstrated commitment to supporting First Nations peoples and promoting inclusive cultural heritage practices is essential.
For this role, you'll need to:
• Extensive knowledge, or proven ability to rapidly acquire knowledge, of Queensland's heritage protection system in relation to regulating the impact of development on cultural heritage significance of State heritage places, including terrestrial and maritime archaeology, under the Heritage Act, the Planning Act 2016 and the Underwater Cultural Heritage Act 2018 (Cmth).
• Proven ability to lead a multidisciplinary team, including planning and resourcing, undertaking effective recruitment and selection processes, mentoring and developing staff, managing performance of staff and creating a workplace culture that is consistent with the department's culture and values.
• Demonstrated extensive experience and proven record of success in leading significant projects within a dynamic, professional environment with a focus on accountability and deliverables.
• Proven ability to lead complex negotiation and consultation activities with stakeholders, including heritage place owners, peak industry bodies, other government departments and community representatives.
• Demonstrated expertise in communicating with influence to provide authoritative written and verbal advice to State agencies, the Queensland Heritage Council, senior executives and staff. Expertise in cultivating productive working relationships for the preparation of complex and sensitive materials, including government / ministerial briefs.
• Demonstrated extensive experience in managing statutory functions, formal governance, protocols and processes for a substantial portfolio or program of work.
