What you will be doing:
• Provide strategic leadership and direction to operational project teams in undertaking contract administration activities, focusing on corporate governance, risk management, and day-to-day issue management. Ensure the delivery of quality products and services in accordance with agreed standards.
• Lead and oversee adherence to contract governance frameworks, contract administration policies and procedures for all construction and maintenance-related contracts administered by Housing and Homelessness Services, ensuring they are implemented effectively and efficiently.
• Provide high-level expert contract advice across the contract lifecycle— from strategic sourcing, planning, contract set up, administration and close out—on contracts administered by Housing and Homelessness Services.
• Mentor and review advice from Contract Managers and Principal Contract Officers responsible for contract administration. Ensure advice is clear, wellreasoned, independent, contractually sound, and consistent. Lead training and development programs for staff, including mentoring, peer group reviews and workshops.
• Lead, Direct and Support a collaborative network of Contract Managers, Principal Contract Officers and Relationship Managers to raise and discuss contractual issues, ensuring consistent application and interpretation of contractual clauses in all standard forms of contract used by Housing and Homelessness Services.
• Develop a comprehensive training regime for contract administrators, ensuring consistent contract management and adherence to contract terms across the network.
• Provide high-level expert advice and support to Housing and Homelessness Services Executives for Housing and Homelessness Services programs and initiatives, ensuring collaborative delivery specialist homelessness services, private market initiates and registered community housing provider contracts with a focus on strategic outcomes.
• Follow defined service quality standards and occupational health and safety policies to ensure high-quality, safe services and workplaces.
• Lead and direct internal staff and external service providers in line with best human resource management practices, focusing on performance management, employment equity, anti-discrimination, occupational health and safety, and ethical behaviour. Actively promote staff development and learning opportunities.
• Provide authoritative and expert advice in relation to contract objectives, policy/procedural directions, and engage proactively with stakeholders to provide timely decisions. Act as a catalyst for change, driving the processes necessary for more efficient delivery of contract administration services.
• Lead, manage, and prepare well-researched advice, briefings, reports and submissions, ensuring that all contract matters are addressed efficiently and effectively.
• Lead accountability for contract outcomes including delivery, performance, budget, and value for money. Lead oversight of the Contract Managers, ensuring accountability for the Contract Management Plan and execution of contract management activities.
• Support the Chief Contract Management Officer in the delivery of departmental and strategic objectives. Contribute to the development of contract management policies, design and implement procedures and systems, and oversee the funded housing and homelessness services contract management system.
• Provide support to regional contract management teams by assisting in implementing prudential controls and risk management strategies across contracts.
