Director
Procurement & Property Services; Corporate - Youth Justice; Brisbane City
The role provides high level strategic leadership, direction and advice to Chief Finance Officer, Corporate Services and other Senior Executives on the department’s property and strategic procurement functions. You will work closely with internal and external stakeholders to achieve positive outcomes for the Department within a broader whole-of-government context. You will be responsible for leading the Implementation of the Department’s Strategic Asset Management Plan for owned sites, the performance and management of the Department’s leased office portfolio, the effective delivery of the Department’s capital works program across the owned and leased portfolio, leading the development, implementation, and measurement of the Department’s procurement plan to improve procurement practices across the department, and ensuring best practice procurement outcomes and compliance with the QPP.

As Director, you will specifically:
- Provide expert advice to senior leaders on complex and sensitive property and procurement related matters, including undertaking high- level negotiations.
- Lead the development, implementation and analysis of cost reduction and value for money strategies through property management and procurement approaches.
- Ensure that requirements under the Workplace Health and Safety Act (2011) are given due consideration in planning and implementation of property and fleet services, and that adequate steps are taken, including but not limited to proactive safety audits of workplaces and vehicles, to manage risks and safeguard the interests of all employees.
- Review submissions, reports and ministerial correspondence relating to the property and procurement function and while interpreting complex policies or projects and providing informed advice.
- Partner with other government agencies and public sector committees and networks relating to property and procurement planning, performance, risk management and policy development matters.
- Provide advice to, and work collaboratively with, all clients to develop appropriate strategies ensuring appropriate linkages and consistency with overall whole-of-government frameworks.
- Promote continuous improvement by maintaining an in-depth knowledge of procurement and property management best practices and identifying and leveraging emerging opportunities to enhance property management, procurement and contract management outcomes for the department.
- Lead a high performing team in delivering property and procurement services across the department while fostering a culture of best practice, continuous improvement, and accountability.
- Build the capability of Property and Procurement Services team by developing the skills and knowledge and skills of team members and stakeholders, to enhance professionalism and ensure the probity of all procurement activities and to maximise value for money outcomes.
- Implement contemporary human resource, financial and performance management practices that support the delivery of value-for-money and accountable outcomes.
