The Executive Manager, Planning and Capability Development, provides strategic leadership in enhancing the organisation’s emergency and disaster management preparedness. This role is responsible for the development and implementation of policies, frameworks and capability-building initiatives to strengthen the response and recovery efforts.
In particular, the development and delivering of education, training, and exercise programs to develop workforce capability and embed a culture of continuous improvement. Collaborating with internal and external stakeholders, the position ensures a coordinated, evidence-based approach to building resilience and operational effectiveness.

We are seeking applicants who, within the context of the role responsibilities, possess the following key attributes:
- Demonstrated understanding, or the ability to rapidly acquire a thorough understanding of the structure, roles, functions, and services of the QAS and the Department of Health.
- Highly developed knowledge and/or experience in emergency and disaster management in a health setting, and the ability to apply this to ensure organisational strategic and operational outcomes are delivered.
- Demonstrated high level experience in the development, implementation and delivery of education and capability development initiatives and the proven ability to implement effective governance processes that adhere to organisational policies and system requirements.
- Proven ability to contribute to strategic planning and the advancement of education and capability development, including the design, evaluation, and implementation of emergency management training, best practices, and service improvement initiatives.
- Highly developed leadership skills with demonstrated capabilities and experience in managing diverse, multidisciplinary teams in an environment of competing priorities and needs with limited resources.
- Demonstrated highly developed written communication skills with the ability to prepare complex reports and submissions in accordance with departmental style guide requirements.
The following mandatory requirements, special conditions and/or other requirements apply to this role:
- The incumbent may be required to travel on official business and the possession of a C class driver's licence may be required.
- Possession of a Certification IV in Training and Assessment (TAE401116) or equivalent is highly desirable. Applicants without the qualification must have the ability to acquire a Certification IV in Training and Assessment immediately upon appointment.
- Whilst not mandatory, additional qualifications in education or emergency and disaster management related disciplines would be well regarded.
- Position may require participation in shift work (including weekends and public holidays), on-call duties and undertake overtime.
