The Office of Industrial Relations is looking for an enthusiastic, experienced and proactive leader with a passion for access to information to join our team. The OIR manages a high volume of access applications, and the Principal Adviser will be the delegated decision maker under the RTI and IP Acts for Workplace, Health & Safety Queensland, Electrical Safety Office, Workers Compensation Regulator and Industrial Relations.
The Principal Adviser, Right to Information is responsible for leading the performance of a small team or RTI Advisers including development and implementation of policies, procedures, guidelines and training for the lawful and effective management of formal information requests.

About the role
This role leads the Right to Information (RTI) function for OIR - a unit in our Strategic Communications and Data directorate processing access and amendment applications under the Right to Information Act 2009 (RTI Act) as well as document requests under Memorandum of Understanding and court ordered requests. As the Principal Advisor, RTI, you'll inspire and mentor a team of RTI Advisors to process access applications, educate the agency on their obligations under the RTI Act, and develop procedures, guidelines and training to uplift our program of work.
Key responsibilities
- Lead a small team of RTI decision makers to ensure legislative obligations are met in a high volume and complex regulatory environment. You will build capability within the team, addressing skills and knowledge gaps and strengths and providing appropriate guidance and supporting team members.
- Ensure the health, safety and wellbeing of the team. This includes ensuring you and your team members are aware of and observing their responsibilities and obligations including under relevant OIR HSW policies and procedures.
- Exercise decision making authority under the RTI and IP Acts for sensitive and ‘Of Note' requests, including undertaking Internal Reviews and preparing submissions relating to external review applications.
- Support the Manager, RTI and Privacy to develop, manage and maintain robust systems, policies and procedures relating to the operations of the RTI Act and the IP Act that are consistent with best practice across the Queensland public service and support the department's compliance with the legislative framework, including to support accurate and informative reporting
- Prepare briefing notes and other documents in relation to Right to Information issues as required.
- Prepare and assist in the coordination of regular RTI performance reporting to senior management and statutory reporting obligations.
- Actively participate in OIR's Performance Development Appraisal process and engage in continuous learning, workplace improvement and innovation.
About the team
Right to Information and Privacy are a small team within OIR responsible for information privacy compliance and processing access and amendment applications under the RTI Act for regulators within OIR (Work Health and Safety Queensland, Electrical Safety Office, Industrial Relations and the Workers Compensation Regulator), the Minister for Industrial Relations and statutory bodies (Work Health and Safety Prosecutor, Queensland Industrial Relations Commission Registry).
The RTI and Privacy team:
- Process a high volume of access and amendment applications under the RTI and Information Privacy Acts, Memorandum of Understanding and court ordered requests.
- Provide advice and training on the operation of the RTI and Information Privacy Acts and OIR's administrative access framework
- Deliver training and awareness in Right to Information and Privacy across OIR; and
- Undertake Privacy Impact Assessments, provide privacy compliance advice, respond to privacy breaches and privacy complaints.
