About the Role
As the Investigations Manager at QLeave, you'll lead our enforcement team to support the integrity of Queensland's portable long service leave schemes across the building and construction, contract cleaning, and community services industries.
You will enhance capability and capacity within the team, while developing and implementing a risk-based approach to triaging, assessing, and managing potential enforcement matters. Your leadership will help ensure our enforcement activities are effective, efficient, and aligned with our commitment to fair and compliant service delivery.
Your Responsibilities
- Build capability and capacity around statutory decision-making as it applies to the operation of Enforcement services, including compliance monitoring and enforcement processes.
- Support the review, development, implementation, and evaluation of policies, frameworks, tools, and systems to drive continuous quality improvement in regulatory functions and support QLeave's enforcement strategy.
- Strengthen QLeave's enforcement strategy and framework through collaboration with other areas of the organisation.
- Provide direction, technical guidance, and leadership to staff, ensuring effective processes are in place for team performance assessment and capability development.
- Undertake complex and protracted criminal investigations into alleged offences under relevant Acts.
- Prepare matters for prosecution in the Industrial Magistrates Court, including the preparation of briefs of evidence.
- Provide expert and independent analysis and advice to senior leaders, including coordination and/or preparation of statistical reports, correspondence, briefing notes, memoranda, submissions, Board papers, and policy responses.

What We're Looking For

For this role, we will consider your:
- Experience leading and building capability and capacity in a contemporary enforcement function, including working in collaboration with a leadership team to drive improvement.
- Knowledge and experience in developing risk-based enforcement programs in line with best practice and regulatory theory, with the ability to apply data analytics and behavioural economics to drive decisions.
- Ability to translate between operational and strategic environments, and demonstrate accountability for the execution and quality of results through professionalism and transparency.
- Strong verbal and written communication skills, including your ability to adapt your communication style depending upon the audience
- Experience fostering a work environment that encourages a skilled, motivated and productive team, including managing team and individual performance matters.
Desirable Qualifications and Experience
- Certificate IV in Government Investigations, Bachelor of Laws, Bachelor of Justice or a similar qualification.
- Previous experience in investigations, drafting briefs of evidence, and providing oral evidence in court.
