The Senior Human Resources (HR) Consultant is responsible for the provision of advice and support to the QAS region in relation to a broad range of contemporary HR management issues, activities and processes; contributing to the effective management and development of the regional workforce.

The role provides a high level of support to the Manager, Workforce and regional leadership team in delivering organisational reform outcomes and ensuring that local regional HR practices are conducted in accordance with relevant legislation and QAS policy. The Senior HR Consultant contributes to the overall future direction of the QAS and supports the provision of quality, timely and appropriate pre-hospital care and transport services to the Queensland community within the region.

  • Deliver high quality HR consultancy services to regional managers and staff by providing expert advice on a wide range of issues, including performance management; recruitment and selection; establishment management; employee relations; employment conditions; payroll; staff absence management; equal employment opportunity and anti-discrimination practices; reporting; and organisational change initiatives (including case management).
  • Develop and implement contemporary, best practice HR management systems and processes, in accordance with relevant legislation and QAS strategic priorities and business objectives.
  • Ensure the region maintains an appropriately resourced and skilled workforce through the analysis of workforce data and trends, in consultation with key stakeholders.
  • Review and analyse monthly HR reports to identify trends and provide options and solutions for HR matters including workforce planning and absence management.
  • Coordinate local regional recruitment and selection processes in consultation with relevant internal and external stakeholders and ensure compliance with relevant legislation and directives.
  • Assist and support the Head Office HR Branch with coordination activities regarding centralised recruitment campaigns.
  • Provide guidance to regional management and staff in relation to recruitment and selection practices, approval processes and documentation.
  • Maintain a thorough knowledge of current HR legislation, awards, certified agreements, directives, policies and procedures and provide accurate and timely advice on employee relations matters.
  • Assist with the coordination of investigations and reviews into a range of employee relations issues and assist with the development and implementation of appropriate strategies for resolution, in consultation with regional management and the HR Branch.
  • Provide advice, support and strategies to regional management in relation to the performance management of staff in line with HR policy and procedure.
  • Negotiate and problem-solve to maintain positive employee relations in a complex operational environment, including dispute resolution and complaint management.
  • Liaise with senior management and other key contacts using discretion with sensitive and/or confidential matters and develop positive ongoing working relationships, to ensure ready and reliable access to information on HR issues and initiatives.
  • Contribute to the development and implementation of a variety of regional business enhancement initiatives to support continuous quality improvement within the region.
  • Identify and analyse HR risk or improvement opportunities and research multiple sources of information to generate options and solutions consistent with contemporary HR best practice and whole-of-government or departmental requirements; and provide well informed evidence-based recommendations to drive quality decision making.
  • As a leader, actively demonstrate and promote the QAS's approach of zero tolerance towards violence and commit to supporting those affected by domestic and family violence in accordance with QAS policies and mechanisms. Model and influence a workplace culture of gender equality, respectful relationships, diversity, inclusion, employee safety and support.
  • Fulfil the responsibilities of this role in accordance with Queensland Public Service and QAS values.
  • Uphold the QAS Statement of Commitment to Aboriginal and Torres Strait Islander peoples and Cultural Safety Policy Statement and prioritise safe, effective, quality healthcare that is free from racism and discrimination.
