The Operational Policy and Practice Group is responsible for the development, amendment and publication of operational policy and practice documents, including Custodial Operations Practice Directives (COPDs), Operational Practice Guidelines (OPGs) and Deputy Commissioner Instructions (DCIs). All documents are developed in partnership with operational business areas, following consultation and input from subject matter experts, Legal Strategy and Services Group and other relevant internal/external stakeholders. In addition, OPPG are responsible for the associated document control of all operational documents.
The purpose of the Policy and Legal Command, Workforce Culture, Integrity and Capability is to establish and provide effective organisation-wide legal strategies, framework and advice, reflective of wider Queensland Corrective Services (QCS)
operational policy development.

In this role you will assist with operational service delivery activities and strategic directions across the Agency, as well as project managing the development or enhancement of operational practices.
The primary accountabilities of the Principal Adviser include:
Policy, Process and Practice - Subject Matter Expertise/Leadership:
• Provide timely guidance, advice and information in relation to QCS' operational policies and practices, including Custodial Operations Practice Directives and Operational Practice Guidelines.
• Possess and/or rapidly develop competence in the front-line application of operational practice documents to ensure best practice processes are
sustained/implemented.
• Utilise existing high-level knowledge of QCS policy, practice and process to identify compliance issues in ‘on the job' applications, the remedial action required and/or further policy/practice amendments required.
• Plan, develop, deliver and monitor operational policy and practice initiatives for the three QCS Divisions according to timelines ensuring legislative compliance and ‘on the job' applicability are achieved.
• Contribute to, and maintain oversight of, initiatives pertaining to the development and implementation of legislation, policies, procedures and standards for organisational policy and practices; or revision and updating of current policies and practices.
• Provide advice to the Manager, Operational Policy and Practice Group in relation to continuous improvement strategies as this applies to policy and practice delivery and/or documentation.
• Manage internal quality management system processes including document control, data management and policy/practice revisions to ensure OPPG meets legislative and agency standards.
• Prepare complex written submissions, accurate and easily understood policy and practice documents and other high level reports, briefings, presentations and similar.
• Keep current with emerging trends, policies or legislation that will impact QCS operational frameworks, policies and practices, and escalate or risk-mitigate accordingly.
Stakeholder Management:
• Liaise with key internal and external stakeholders to inform contemporary operational policy development congruent with other QCS policy frameworks.
• Initiate relevant communication activities and ensure these align with the deliverable requirements of the Division and QCS communication standards.
• Maintain productive working relationships with internal and external QCS stakeholders (i.e. Operational Inspection and Major Incident Review Group,
Ombudsman) to determine compliance issues in ‘on the job' application as per advice.
• Undertake liaison, consultation and negotiation with key stakeholders to support delivery outcomes and/or modifications as identified.
Team Membership and Leadership:
• Actively participate as part of the OPPG and contribute to the development of operational strategies and plans.
• Efficient and effective use of time management and prioritisation skills.
• Knowledge share with team on emerging trends, issues, or risks to ensure knowledge currency as this relates to OPPG delivery, as well as application of
learnings.
• Provide coaching, oversight and management of the workload and work practices of Senior Advisor/s within OPPG.
The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities.
