The Manager Re-entry Services ensures the effective and efficient delivery of Re-entry Services to support the reintegration of offenders back into the community following release from custody. This will be achieved through contract oversight, high level stakeholder relationship management, governance processes, training and capability development, and provision of high-level expertise and advice. It includes the oversight of procurement processes to secure the necessary services from non-Government organisations through open tender procurement processes and the overall management of the Agency’s offender services across a range of areas.

The Manager Re-entry Services will:

  • Manage the delivery of re-entry services across correctional centres and Community Corrections locations, including planning, monitoring and continuous improvement activities to ensure services are evidence-based, delivered efficiently and align to the broader strategic priorities of QCS.
  • Manage the quality assurance of re-entry service delivery for the Agency through effective oversight, resource allocation and governance, whilst providing significant contribution to the creation and implementation of operational and strategic plans.
  • Engage with the Procurement and Contract Management Group to develop procurement strategies and processes for managing contracted service delivery from external service providers involved in the provision of re-entry services on behalf of QCS.
  • Oversee reporting processes against throughput and quality indicators and ensure measurements and KPIs present data that accurately reflects Agency level deliverables.
  • Analyse complex operational and practice risks and issues, develop effective strategies for their resolution and provide evidence-based advice to senior management on risks, issues and trends relating to service delivery.
  • Work with other leaders to develop innovative and evidence-based solutions to offender and prisoner needs, including priority groups such as women, Aboriginal and Torres Strait Islanders and people with a disability.
  • Manage and lead a team of staff responsible for coordinating the delivery of re-entry services across correctional centres and Community Corrections locations, ensuring the development of a positive culture within Re-entry Services which encourages and recognises high performance, builds leadership capabilities and supports staff to maximise their potential, health and wellbeing.
  • Maintain knowledge of contemporary management practices and knowledge of legislation, policies and procedures relevant to managing staff and financial budgets including monitoring monthly financial statements and implementation of strategies to respond to budget trends.
  • Provide expert advice to the Director regarding human, financial and physical resources to ensure that activities, systems and processes meet organisational needs.
  • Management and preparation of strategic advice and ministerial and executive correspondence ensuring accuracy and timelines are met.
  • Manage the provision of advice, support and training to relevant custodial and Community Corrections staff involved in re-entry and offender service processes.
  • Lead and participate in high level liaison with internal and external stakeholders, including other Government and non-Government service providers such as Centrelink, Housing etc, to build collaborative working relationships and resolve relevant interface issues.

There are no mandatory qualifications for this position however a degree in psychology, social work or a related discipline would be highly regarded. Possession of post graduate qualifications (or significant progress towards post graduate qualifications) in a relevant area will also be highly regarded.

There may be instances where the incumbent will be required to work hours outside the normal work hours, undertake travel to other locations, or temporarily work from an alternate location.
