As Principal Estimator and Controls Officer in the QPS Transformation Office, you will work across a portfolio of strategic, high-priority projects focused on designing and implementing major transformative benefits to the organisation and community.
Specifically, you will provide oversight and support to ensure the accurate estimation and cost control of significant and complex projects across all functional areas, including Information Technology, Digital and Data, Human Resources, and Property, and provide portfolio-level financial management and advice for the Transformation Office.
Your key accountabilities
The core capability requirements for this role are:
- Prepare accurate estimation and forecasting of time, cost and resourcing requirements for complex projects across the whole of QPS to support the achievement of project outcomes.
- Establish and maintain stakeholder relationships through effective communication, negotiation, and issues management to engage stakeholders and ensure project deliverables are met.
- Monitor and evaluate all aspects of project cost reporting / forecasting, including risk and contingency management, and address project cost issues, assess project financial progress and effectiveness, and achieve project outcomes.
- Undertake research and formulate recommendations to support evidence-based project planning and financial decision making.
- Provide specialist advice and information to project managers on emerging project financial issues and to support project development and delivery in line with established plans, budgets, timeframes, policy objectives and other projects and priorities.
- Develop accurately costed reports, briefing notes, correspondence and funding submissions, and coordinate submissions from across the portfolio, including as part of Government Budget processes.
Role Requirements:
Qualification
- Relevant qualification in Finance or Cost Control or Estimation is highly regarded.
Technical/ Operational/ Educational experience
- Demonstrated experience in Finance or Cost Control or Estimation in a complex multi-disciplinary project environment.
- Experience related to projects involving ICT, Digital and Data will be highly regarded.
- Experience in the use of SAP in a projects/portfolio context will be highly regarded.
