The purpose of the Principal Officer (Contracts) is to lead contractual negotiations, contractual drafting, managing diverse contractual inputs and leading contracts to execution and operationalisation under the guidance and direction of the Manager. You will also assist the Manager to lead strategic, high-level relationships with third party utilities (electricity, gas, telecommunications, water, renewables and wastewater) stakeholders across Queensland with a focus on operational matters to support improved processes, outcomes and governance in utility management for the Department of Transport and Main Roads (TMR).

We are seeking a Principal Officer (Contracts) to join our team based in Brisbane.
Mandatory qualifications and conditions
• Degree in contract management, law, economics, or business with substantial Contract/Commercial Management component or other relevant degree.
Requirements of the role
• Demonstrated Negotiation Skills with proven abilities to apply strategies and methodology to influence successful negotiations, engaging with legal, financial and technical expertise to deliver well drafted, legally compliant and fit for purpose contracts for the Statewide Utilities and Stakeholders team, particularly in Utilities.
• Demonstrated contract management experience within a transport or utilities management context. Proven ability to navigate complex transport infrastructure and utilities legislation within a contract management context ensuring compliance and adherence to contemporary contract management principles and practices, developing, clear, concise and fit for purpose documentation for execution.
• Demonstrated high level experience in compliance and risk management with proven abilities to provide advice on compliance and risk issues at a contract level for complex contractual arrangements within a transport or utilities management context.
• Well-developed abilities and skills in stakeholder management and dispute resolution, in particular managing diverse stakeholders both internal and external to deliver strategic outcomes.
• Demonstrated expertise in contract administration, developing, maintaining and managing contract registers, contract processes and frameworks including contract related documents, financial analysis, invoicing, valuation and cost recovery processes within a government context.
