The General Manager, Strategy and Planning is responsible for providing high level strategic direction, leadership and oversight to ensure delivery of critical government projects and programs on behalf of QBuild.
As General Manager, you will be pivotal in driving government’s commitments to ensure the successful delivery of establishing QBuild into a sustainable, successful, modern construction business through an efficient and fiscal sustainable manner.
The position contributes to the development of major strategic and operational implementation of initiatives to support this delivery.
As a key member of the QBuild leadership team, the role is accountable for effective cross unit collaboration, with a critical focus on strategic and operational alignment with the business areas of QBuild.

The General Manager, Planning and Strategy supports the Assistant Director General, QBuild, in delivering high-quality outcomes for the organisation. This role provides strategic leadership, direction, and coordination, and is responsible for the development of responsive, integrated, and customer-focused services for QBuild customers. Key responsibilities include driving effective leadership, governance, and organisational performance; fostering and maintaining strong partnerships with key stakeholders and customers; and overseeing the management of customer portfolio's and programs, procurement, asset management, business improvements, and key strategic projects.
Duties include:
• Drive the growth of QBuild
• Offer comprehensive briefings and strategic advice on risks, policies, and consultation issues to senior leaders, supporting informed decision-making.
• Build and maintain key relationships with stakeholders, including Ministers, Directors-General, industry groups, and community organisations, while promoting a culture of cooperation across the Department for seamless service delivery.
• Lead QBuild with a focus on visioning, capability development, performance management, and resource deployment to achieve organisational goals.
• Develop and maintain high-value relationships with customers, government agencies, and private sector stakeholders, ensuring best practices, issue resolution, and stakeholder satisfaction.
• Develop strategies to improve workforce capability, client satisfaction, and workplace health and safety for staff, contractors, and customers.
• Lead the effective use of financial and human resources to deliver programs and projects sustainably, while identifying opportunities to improve efficiency in QBuild's service delivery.
• Align business systems and policies to support reporting frameworks and State wide programs while providing leadership across technical, partnership, and corporate support areas.
• Establish systems to track and report the progress of capital programs and strategic projects against time, quality, and cost indicators.
• Lead the business area in understanding market dynamics, costs, and emerging innovations, while achieving QBuild deliverables across programs and projects within time, cost, and quality targets.
• Participate in key internal and external committees and program boards to advance QBuild's strategic agenda and support consistent delivery outcomes.
• Develop and implement people management strategies, support staff training and development, and promote workplace health, safety, and a discrimination-free environment.
• Contribute to initiatives that strengthen QBuild's capability to deliver programs, while promoting a high-performance, continuous improvement culture aligned with departmental values.
Technical/operational expertise
• It is desirable that the successful applicant possess experience relevant to the business strategy and development in the context of the building and construction industry.
• It is desirable the successful applicant will be required to possesses a current driver's license.
• Highly regarded to have Business Strategy and Planning experience.
