Working within the Election Event Management (EEM) unit, you will coordinate and provide advice on project planning and other strategies in place that enable the ECQ to plan, prepare, deliver and evaluate Queensland electoral events. Reporting to the Executive Director, Election Event Management, you will also present to the ECQ’s Election Delivery Board (EDB) and meet with other senior executives including the Electoral Commissioner and Assistant Electoral Commissioner when required.

To be successful in this role, you will be an experienced Program Manager, with well developed, professional communication skills (written and verbal), and be able to collaborate effectively with internal stakeholders across the ECQ at all levels and external stakeholders in local and State government sectors.

You will be organised and have an aptitude for taking a coordinated and purposeful approach to your work and encourage the same from your team and colleagues. You will champion data-driven decision making, and assist with the collation, validation and presentation of relevant, accurate data to inform decisions aligned with the ECQ's objectives and in line with legislative requirements.

As the Program Manager, you will be responsible for a range of activities across the ECQ's four-year electoral cycle. Your outputs will enable and empower others to manage and report on their own projects and programs in a coordinated and transparent way to the appropriate governance forums.

Your contribution and accountabilities

• Lead a small team to deliver outcomes relevant to Program Administration functions and develop their skills in areas of program and project management, data analytics, and reporting.
• Lead the coordination of project planning across the ECQ for Queensland's major electoral events, empowering program and project leaders to utilise existing and new management tools. 
• Review, design and implement templated project documentation such as plans, risk registers, schedules, issues and lessons registers, budget tracking, and closure reports.
• Contribute to and advise senior executives on the overarching program of election projects for major election events, including approaches and decisions required for project planning, in line with legislative requirements.
• Develop and drive the use of governance artefacts including by-election planning tools, and event-related reporting tools and registers. Advanced Excel skills are a requirement in this role.
• Collaborate with the Manager, Election Operations and Chief Finance Officer to coordinate cost estimates for by-elections.
• Design and deliver post-election evaluation programs, ensuring lessons learned are captured and considered in line with best practice change methodologies, driving considered and controlled business improvement for future electoral events.
• Coordinate engagement with ECQ's key external stakeholders in line with approved programs and strategies.
• Use your knowledge of PowerBI to present accurate reports and dashboards to senior executives and collaborate with the ECQ's Data Insights team to ensure the design and delivery of informative reports.
• Contribute to team cohesiveness, wellbeing and capability, promoting a positive environment, respectful of the views of others across the EEM team and broader ECQ workforce. 
• Consistently display the Queensland Government values, ensuring that these are upheld and championed when representing ECQ.
