The role of the Principal Learning and Development Officer is to lead, develop and support a training team to design, deliver, coordinate and quality assure professional learning and development for Youth Detention (YD) staff.

The role also includes developing workforce capability of YD operational staff, along with other youth detention training needs including therapeutic support, rehabilitation, safety and security, communication, emergency response and physical restraint techniques. The role is responsible for induction programs for new YD operational staff, as well as overseeing training and professional development of existing staff.

As Principal Learning and Development Officer, you will specifically:

• Effectively lead and supervise a training team to create a workforce culture that is safe, respectful and inclusive, values learning and development and embeds the department's vision, values and objectives.
• Lead, support and develop a high-functioning local YD Training team that prioritises outcomes that align with goals, objectives and the initiatives of statewide YD Training and local youth detention centre (YDC) needs.
• Allocate, prioritise and perform tasks in accordance with departmental procedures and statutory, financial and administrative delegations.
• Actively participate in the statewide YD Training team and contribute to strategic and operational planning, reviews and key decision-making.
• Deliver and facilitate learning and development programs and schedules for YDC staff in line with assessed workforce needs, contemporary practice and evidence-informed and adult learning principles.
• Manage a range of complex projects in relation to the successful implementation and evaluation of learning and development initiatives for Youth Justice.
• Work closely with YD Training leadership and staff in YDCs, service centres and central office to effectively coordinate training initiatives.
• Prepare complex submissions, reports, briefs and correspondence to senior executive staff and governance processes, in relation to the learning and
development strategies and programs.
• Provide advice and support to the Director and other Learning and Development stakeholders on a range of learning and development issues through the use of evidence and training data
• Promote a positive public image for the department, through supporting and maintaining partnerships with clients and non-Government agencies.
• Liaise and consult with staff and other stakeholders at all levels to ensure effective coordination and delivery of learning and capability development activities and outputs.
• Demonstrate cultural capability and/or a commitment to developing cultural capability to ensure an inclusive culture that aligns with the Human Rights Act 2019 and supports departmental programs and community partnerships aimed at preserving cultural connections for Aboriginal and Torres Strait Islander peoples.
