In the Project Site Manager role, you will provide significant input into the security management systems that monitor contractors and visitors associated with the project whilst in the centre including the effective management and control of equipment and vehicles. The site Project Manager also manages a team of correctional officers assigned to the project to provide security whilst contractors are in the centre. This position may also be required to assist with the security functions of the correctional officers.

The primary accountabilities of the Site Project Manager include:
- Plan operational requirements to assist the successful implementation of the custodial reform agenda.
- Develop on-going security management guidelines.
- Ensure adequate staff are rostered to manage contractor and equipment security to minimise security risks. The rostering must comply with QCS rostering principles and be managed within project remuneration budgets.
- Co-ordinate resources against all active projects to ensure adequate security management systems across all work fronts.
- Provide a process for the management and administration of contractors and sub-contractors accessing the correctional centre whilst preserving the security and integrity of the facility.
- Assess contractor requests against the security risks impacting the centre and provide guidance and advice on the acceptance of those requests.
- Ensure the activities of contractors whilst undertaking works do not compromise the centres Security Management Systems.
- Manage the process for control and usage of tools and equipment by sub contractors whilst in the centre to ensure security of the centre is not compromised. This includes tool storage and security, security of high-risk tools, lost tool protocols, inventory and stocktake of tools.
- To support delivery of the Major Projects Infrastructure projects and support in the security functions in the absence of required Custodial resources.
- Coordinate the development of all documents required for the effective operationalisation of new infrastructure including but not limited to, local instructions, post orders, operating model in conjunction with QCS Offender Development and Q Health stakeholders, structured day, unit rules/routine, fill plan etc.
- Coordinate the inclusion of new infrastructure in the centre's Incident Response Model.
- Coordinate end-user fault free testing activities to ensure the fit-for-purpose acceptance of new infrastructure.
- Ensure all relevant COPDs have been reviewed and updated if necessary to support the intended function and operation of new infrastructure.
- Keep staff informed on contractor movements and their roles and responsibilities in managing security processed for their access and work activities within the centre.
- Effectively identify and provide advice on operational risks and issues that may impact the successful implementation of the project.
- Provide regular reports to senior management and key stakeholders on the performance and activities of the project and contractor performance.
- Undertake regular liaison, consultation, and discussion with key contractors and sub-contractors to ensure effective communication channels are established and escalated to QCS Project Lead.
- Develop and maintain collaborative relationships with stakeholders to underpin the success of the project.
- Provide high level advice to the Deputy General Manager, General Manager, Correctional Managers, other project stakeholders and relevant client representatives.
The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities.
