In the role of Principal Adviser Substance Misuse Programs and Services, you will be responsible for statewide management of substance misuse programs and services, including developing, implementing and monitoring of service delivery to offenders, ensuring that contracted services are delivered and supervising substance misuse programs and services within operational areas as intended in terms of overall outcomes sought by the Agency.

The Principal Adviser Substance Misuse Programs & Services will:

  • Oversight substance misuse program service delivery in accordance with endorsed service models and contracts with external providers.
  • Ensure that contracted services are provided in accordance with relevant standards, key performance indicators, agreed outputs and program outcomes within agreed timeframes.
  • Lead annual service delivery planning processes with operational sites, external funding bodies and contractors (where relevant).
  • Ensure the development and implementation of appropriate program and performance monitoring systems.
  • Monitor and evaluate substance misuse program service delivery, including relevance to priority groups such as women, Aboriginal and Torres Strait Islanders, and offenders with a disability.
  • Identify and develop strategies to respond to complex service delivery issues and emerging risks in the substance misuse program service delivery system including appropriate liaison with Manager, Director, operational directorates and sites as required.
  • Lead and participate in key projects to improve service delivery, including regular site visits to support service design integrity.
  • Promote best practice in offender substance misuse programs and services utilising advanced knowledge of current trends and research.
  • Identify emerging trends in the offender population and broader research base regarding opportunities for new and innovative services in the substance misuse area.
  • Develop and deliver training for staff to develop their skills and ensure that support is provided in dealing with complex cases or offender groups including leading case conferences with operational sites regarding appropriate referral to the various substance misuse programs where required.
  • Development and delivery of a quality assurance framework that supports practice development and robust decision making aimed at reducing substance misuse behaviours.
  • Provide direction and guidance regarding the identification and treatment of prisoners with substance misuse behaviours, as well as providing strategies for initial response.
  • Provide practical support to staff in relation to the best-practice management of prisoner substance misuse behaviours.
  • Implement, coordinate and participate in quality monitoring processes to deliver state-wide consistency in the standard of delivery of substance misuse programs and interventions.
  • Provide high level advice regarding substance misuse programs and services and participate in high level liaison with internal and external stakeholders, including negotiations with contracted service providers and other Government Departments.
  • Provide high level data analysis of service delivery data and report regularly on the performance, effectiveness and outcomes of substance misuse program service delivery within the Agency, including budget expenditure.
  • Prepare strategic advice, submissions and ministerial and executive correspondence ensuring accuracy and timelines are met.

While there are no mandatory qualifications for this position, a degree in psychology, education, behavioural science, social sciences, social work or a related discipline would be highly regarded.
