It is accountable for a diverse range of activities focused on improving organisational performance and capability; research and evaluation; strategic partnership and stakeholder relationship management; strategic planning, management and reporting; operational performance, data analytics and reporting; and innovation.

The Enterprise Strategy Group will focus on transforming QCS' approach to strategy development. The group is responsible for developing QCS's enterprise-wide strategic planning frameworks and processes to achieve organisation wide strategic objectives and priorities. The group works with internal and external stakeholders to ensure alignment of strategies to manage future demand, capacity and core capability.
