What you can expect in this role
Your role within Policy, Performance and First Nations will support the department to develop and implement housing and homelessness strategies and policies to support service delivery and drive housing and homelessness reform to deliver outcomes for First Nations peoples and communities.
First Nations Housing and Homelessness contribute to the delivery of aspects of Delivering a place to call home: Queensland’s plan to secure our housing foundations.
You will lead the design, development and commissioning of programs and implementation of reform projects – with a specific focus on expediting capital delivery in First Nations communities – to drive progress towards commitments under the National Agreement on Closing the Gap including building the community controlled sector.

What you will be doing:
• Develop, manage and provide authoritative, comprehensive, accurate and timely oral and written analysis, advice, recommendations, submissions, briefings and reports on complex programs and projects relating to housing and broader social and economic outcomes for Aboriginal and Torres Strait Islander peoples and communities.
• Coordinate end-to-end project management, including project governance, co-design, procurement and evaluation of programs and services.
• Lead the development of evidence-based commissioning and program frameworks that support the delivery of outcomes for Aboriginal and Torres Strait Islander peoples and communities and the achievement of broader housing, social and economic outcomes for Aboriginal and Torres Strait Islander peoples and communities across urban, regional and remote Queensland.
• Manage key research on contemporary commissioning and evaluation and refinement of program frameworks including modelling demand for First Nations Housing and Homelessness services and supporting evaluation of new products and services.
• Anticipate and identify risks and impediments to successful program delivery and identify and enact innovative evidence-based strategies and problem solving to address those risks and impediments in a sensitive and complex strategic environment.
• Demonstrate strong collaboration, partnering, negotiation and relationship management and ability to maintain productive partnerships with a range of stakeholders across government and with Aboriginal and Torres Strait Islander communities and the community-controlled sector to ensure the successful design and delivery of programs.
• Lead, establish and maintain a safe workplace culture by ensuring that all policies and practices concerning Workplace Health and Safety are embedded in day-to-day operations.

The skills you will need include being able to:
• Successfully use research, analysis and critical judgement to provide high quality advice and inform decision-making on complex social policy and capital delivery issues.
• Act proactively through being self-directed, being able to work flexibly without supervision and demonstrating sound business acumen and judgement in responding to unexpected events, making decisions and escalating issues when appropriate.
• Demonstrate high-level skills and experience in end-to-end project development and delivery including managing conflicting priorities and tight deadlines, taking personal responsibility in meeting objectives and committing to action and proactively recognising and resolving issues.
• Have superior written and interpersonal skills with the ability to build and maintain productive relationships, communicate, negotiate, influence, network and consult with internal and external partners and stakeholders.
• A critical requirement of the position is an understanding of Aboriginal and Torres Strait Islander protocols and issues to effectively and sensitively consult, negotiate and communicate with a diverse range of stakeholders.
Occasional intrastate travel including overnight stays in remote communities.
