In this role you will be responsible for leading the internal and external budget process. It will provide timely, independent and informed strategic and operational financial advice and analysis to ensure the current and long-term financial sustainability of QCS.
The role will ensure that QCS budgetary policies, procedures, and operations are aligned to contemporary best practice, QCS strategic objectives, legislative requirements, and accounting principles and standards. The Manager Budgets reports to the Director Management Accounting.
The primary accountabilities of the Manager Budgets role include:
- Lead the development of financial information for the state budget and other government budgetary processes
- Lead the development of QCS' operating budget
- Monitor QCS's budget to ensure that expenditure is managed within budget constraints and provide regular financial management reports to the department's Executive and to Finance Committee on QCS's budget and financial status.
- Develop, implement and maintain budgetary and reporting systems relevant to the organisational requirements of QCS.
- Analyse trends and develop business strategies to deliver outcomes and address issues
- Encourage input from staff and communicates required actions and expected outcomes
- Development of governance and policy frameworks that ensure effective delivery of key business services functions within required guidelines
- Appraise the effectiveness of business plans through ongoing monitoring of key performance indicators
- Considers emerging trends, identifies long-term opportunities and aligns organisational operations in business support functions with strategic priorities.
- Lead the provision of financial analysis services to support business case development and monitoring of service delivery performance.
- Lead the development of financial governance and control practices and staff training programs in relation to financial analysis, systems and budgetary reporting services to ensure consistent, high-quality practices across the department.
- Conducts risk assessments to minimise risk for the Group
- Adopt contemporary human resource management practices to ensure development of a highly skilled, flexible and engaged team
- Identifies and develops talent to create an engaged and committed workforce.
The role description provides the minimum requirements for the role. The incumbent may be required to undertake other duties as required outside of these primary accountabilities.
